EU negotiators have reached an agreement for the first time on comprehensive artificial intelligence rules. The agreement has led to legal oversight of artificial intelligence technologies that have drastically changed daily life. Also, the potential dangers that these technologies may bring to human life should be prevented.
In this negotiation that took place between the European Parliament and 27 other countries that are members of this union, the big differences between these countries on how to use artificial intelligence have been minimized and to some extent disappeared. One of these disputes has been over the police's use of facial recognition surveillance to sign a tentative political agreement.
Thierry Breton, the European Commissioner, stated on his Twitter that the European Union is the first continent that legalizes the use of artificial intelligence in various industries within the framework of certain standards. Earlier, when ChatGPT was launched a year ago, Americans were wondering how much this tool could change their jobs. They forced the authorities to make laws in this field; But these laws were not so detailed as to convince them. Civil society groups accepted rules for artificial intelligence tools; However, they believed that they did not adequately protect people from the possible harm of artificial intelligence.
Daniel Friedlander, head of the European office of the Computer and Communications Industry Association, said: “Today's political agreement actually begins the technical and necessary work on important details of the AI law that have been neglected until now.” Italian lawmaker Brando Benifi, who is one of the leaders of the negotiations, told the Associated Press during a meeting that “the agreement on the comprehensive rules of artificial intelligence is not completely finished, and the European Parliament should reconsider this law early next year.” to vote However, this agreement is a completely official agreement.
He was also asked whether the agreement was in accordance with his wishes. In response, Benifi said that it is obvious that in order to reach comprehensive laws, we will have to accept some compromises; But overall, he is satisfied with the results obtained. It should be noted that the final law will not be fully implemented until 2025. The fine for violating it is estimated to be up to 35 million euros ($38 million) or 7% of a company's global turnover. Currently, the United States, the United Kingdom, and China have also made proposals to regulate artificial intelligence; But they have not reached an agreement yet.
In the negotiation that took place among the member states of the European Union, the comprehensive rules of artificial intelligence with all the details have been agreed upon by all. This negotiation is for the first time in the world with the aim of preventing the damage of artificial intelligence to human life and monitoring how countries use this widely used tool. The laws that had been established so far could not properly specify the details of the use of artificial intelligence tools; Therefore, it could not eliminate its dangers. The agreement will be voted on again early next year.
