Ehsan Chitsaz, Vice President of Fawa and Digital Economy Development Policy and Planning, referring to the November resolution of the Majlis regarding artificial intelligence processing, announced that the “Artificial Intelligence Operator” framework is ready and the consortium for its implementation is being formed. He emphasized that the Ministry of Communications is against the complete nationalization of this field and that the development of infrastructure should be focused on the private sector.
In an interview with Mehr reporter, Chitsaz explained: “In recent months, the Ministry of Communications has formulated the executive framework of “Artificial Intelligence Operator” and several measures have been taken to operationalize it. According to him, this framework has been published and now a consortium is being formed to implement it.
Referring to the founding document of the National Artificial Intelligence Organization, he added: “The development of infrastructure and data governance is one of the legal duties of the Ministry of Communications, and this ministry is “fully implementing” these missions. Chitsaz also said that the issue of “capital recognition” is being pursued quickly so that the artificial intelligence operator can start working as soon as possible.
Deputy Fawa considered the recent resolution of the parliament to be in line with the same direction and stated: “In this resolution, the National Organization of Artificial Intelligence is defined as a coordinator and facilitator, not the government trustee of the entire sector. As a result, the nationalization of artificial intelligence is a wrong and fruitless policy, and we are seriously against it.”
Chitsaz continued: “The approach of the Ministry of Communications in the development of artificial intelligence is to rely on the capacities of the private sector, and all planning is done with the active participation of private companies and consortia.”
In another part of the report, the resolution of the 11th of Aban Majlis was mentioned, during which Articles 7, 8 and 9 of the National Plan for the Development of Artificial Intelligence were approved. Article 7 foresees the establishment of the “Center for Development and Networking of Artificial Intelligence Processing Services” under the Ministry of Communications; The center will be responsible for providing and networking the processing infrastructure of the country based on the approvals of the National Council of Artificial Intelligence.
In the first note of this article, the Ministry of Communications is required to compile and approve the Cabinet of Ministers guidelines for sharing and aggregating processing capacities, providing subsidies for processing services, and supporting the creation of artificial intelligence processing service providers within three months.
