Immigration Minister Sean Fraser told CIC News in an interview last June that changes to Express Entry will help Canada select immigrants who are already prepared for Canada’s economic success.
Although Express Entry currently gives Canada a competitive advantage, there is room for improvement, the minister said.
Sean Fraser said: “Canada’s Express Entry system must be improved in light of the challenges the economy is facing or may face in the future.”

IRCC says the bill would allow Canada to invite Express Entry candidates on a new basis, the goal of which is an economic program specified by the minister.
Why is Canada’s Express Entry system changing?
Canada is currently facing a labor shortage due to an aging population and a low birth rate. Nine million Canadians are projected to reach the retirement age of 65 by 2030, and there aren’t enough younger Canadians to fill their positions, resulting in a large number of job vacancies that will be difficult to fill. To help retain and grow the workforce, the 2025-2023 Immigration Levels Plan targets the admission of up to 500,000 new permanent residents per year by 2025. Of these, more than 110,000 will be admitted through Express Entry programs.

Who will be invited to Canada?
To date there is no confirmation that candidates in targeted draws will receive Invitations to Apply (ITA). The minister said he would consult with provinces, trade councils and other stakeholders to best assess which candidates to target.
The Secretary’s new powers mean that Express Entry candidates can now be invited based on the most pressing economic needs and urgent labor shortages, most often in the technology and health care sectors.
Health care is seen as one of the most important job categories. In October, the vacancy rate in this sector reached 6%. The government has taken steps to fill jobs in this sector, such as removing some barriers to internationally trained doctors currently in Canada and the recently announced Foreign Accreditation Program.
However, it is possible that future Express Entry lotteries will target only candidates with a background in healthcare professions in order to fill vacancies more quickly.
Other in-demand occupations such as technology or construction can also be targeted as they are often in short supply.
In addition, according to the recently implemented National Occupational Classification (NOC 2021), 16 new occupations are now eligible to apply for admission to Canada under the Express Entry programs, which are as follows:
- Payroll managers
- Dental assistants and dental laboratory assistants
- Nursing assistants, prescribers, and patient service associates
- Pharmacy technical assistant and pharmacy assistant
- Elementary and middle school teacher’s assistant
- Sheriffs and bailiffs
- Correctional Service Officers
- Code enforcers and other regulatory officers
- Cosmetologists, electrologists and related professions
- Residential and commercial installer and service provider
- Pest and fumigation controller
- Other repairers and service providers
- Transport truck drivers
- Bus drivers, subway operators and other transport operators
- Heavy equipment operator
- Aircraft assemblers and aircraft assembly inspectors

How does Express Entry Canada work?
The Express Entry Program Management System attempts to streamline processing for skilled workers applying under the three economic immigration programs.
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trade Program (FSTP)
- Canadian Work Experience Class (CEC).
Since the Express Entry program management system was implemented in January 2015, candidates have been selected for ITA based solely on their score in the Comprehensive Ranking System (CRS).
According to the CRS, candidates are evaluated based on several factors such as work experience, education or language ability, and other human capital factors such as their age or whether they have family already living in Canada. Each factor is scored and candidates with the highest overall score receive the highest CRS score and are therefore more likely to receive an ITA Express Entry lottery.
With targeted draws, IRCC still requires candidates to meet the eligibility criteria for the Express Entry program. However, a candidate’s CRS score will not be the determining factor in receiving an ITA. Lotteries can be adjusted for candidates with specific work experience, education or language abilities.
