According to a senior official in the West Asia region and a source affiliated with a Kurdish political party in Turkey, the proposed law would provide some form of legal protection for these people, but would not provide a blanket amnesty for crimes committed by ex-gunmen, according to Reuters.
According to this plan, some PKK leaders may be transferred to third countries.
While the Turkish authorities have only generally spoken about the need for “reconciliation”, the mentioned sources have revealed new details of this program; including the phased return of civilians and fighters, and the possibility of relocating commanders abroad.
