According to Ecomotive, citing Mehr, the project of artificial ielligence assista of the Ministry of Energy started in March 1403 in the form of a call for the Vice Preside of Science, Technology and Knowledge-Based Economy. Khwaja Nasiruddin Tusi University of Technology was one of the first institutions that participated in this call and after submitting the proposal, took over the implemeation of the project.
According to Mohammad Mahdi Ethnishaari, a member of the faculty of this university and the project manager, the executive team was between 20 and 30 people in differe periods, and the joi meetings with the specialized departmes of the Ministry of Energy, especially in the spring and summer of 1404, played an importa role in shaping the project’s path.
The first initial version (MVP) of the system was released in May 1404, and after that, the developme team tried to provide new versions on a mohly basis. “Tusa” has now reached its fifth edition; However, iernet restrictions and the focus on delivering the first phase have delayed the release of some versions.
the first phase; Responding to laws and regulations
The first phase of the project, according to the framework defined by the Scieific Vice-Chancellor, focused on responding to public laws and regulations. At this stage, about 160,000 titles of laws and regulations have been collected, processed and loaded io the system; A part of this data has been provided to the executive team through the information packages of the Scieific Vice-Chancellor.
To evaluate the performance of the system, six levels of questions from easy to very difficult were designed. According to the results of these evaluations, “Tusa” is among the teams with high scores, and according to the project manager, if it is re-evaluated, it can reach an accuracy of nearly 90%; However, the final part of this accuracy requires the official approval of the Ministry of Energy.
the second phase; “Dialogue with data” and access restriction
The second phase of the project is dedicated to “conversation with data”; A feature that allows the system to analyze structured data in addition to text responses, create reports and provide outputs such as graphs.
However, due to security considerations, the system has not been directly connected to the Ministry of Energy databases and the data has been provided to the team mainly in the form of text files, Excel or PDF. According to Ethnishaari, the issue limits the scope of the system and is considered one of the serious challenges of the developme path.
According to the curre planning, the second phase is expected to reach the operational stage by the end of June 1405. The third phase, dedicated to predictive analytics, is still in the conceptual design phase.
Indigenous infrastructure, the Iernet challenge and the future of the project
“Tosa” runs eirely on local infrastructure and the national information network, and its domain is registered with the ir extension. In the initial stages, the required hardware was provided by the university, but as the processing needs increased, the system was connected to the national artificial ielligence platform; A platform whose infrastructure was developed by Sharif University of Technology.
According to the project manager, even during periods when the iernational iernet was completely cut off, the system coinued to operate without serious disruption; However, network disruptions and limited access have slowed down the developme process.
For the implemeation of this project, a budget of about 15 billion Tomans has been considered; According to the preseer, the number was about one third of the initial offer. Despite these limitations, “Tusa” has now passed the test stage and is on the verge of exploitation; A project whose ultimate success depends above all on stable access to data and coinued institutional support.
