Russia has officially taken the initial steps to build a Call of Duty competitor by allocating a budget of 124 million dollars, and is pursuing this project as one of the most ambitious plans in the game industry.

These supports include direct budget allocation, tax exemptions and insurance incentives, without which it would be practically impossible to implement such a project.
Game development in Russia with direct government support
According to published information, Russian government institutions are ready to allocate up to 10 billion rubles, equivalent to about 124 million dollars, to the selected studio. This figure puts the project in the category of the most expensive productions in the history of Russian video games, and it aims to make a AAA military shooter.

The Ministry of Digital Development has emphasized that applications will be reviewed through competitive and official mechanisms, and only projects that have the same scale and quality as international works will be eligible. Russian Internet Development Institute also plays a key role in providing and managing this budget.
Changing the narrative in a Russian shooting game
The publication of this news has taken place at the same time as some Russian institutions have criticized the Call of Duty series. The new Russian shooter is said to be a twist on the series’ traditional narrative, allowing players to take on the role of Russian forces against Western armies. This project is described as a cultural and media strategic plan for Russia.
