According to the new rules, there are limits on the number of chips that can be sold to other couries for companies active in the field of chip manufacturing and technologies related to artificial ielligence. Of course, close allies of the United States can use the hardware and software products of American companies without any restrictions after receiving a license, and these rules only apply to non-allied or competing couries. Companies are also prohibited from exporting advanced technologies to Russia, China, Iran and North Korea.
In the last days of this administration, the Secretary of the Economy “Joe Biden” has meioned that the United States is still known as the leading coury in the field of artificial ielligence developme and chip design, and the new laws will help the United States maiain this position. Also, legal loopholes have been closed in some areas to make it more difficult for China to access American technologies. What companies will be affected by the new rules?
The new rules will take effect after 120 days from the official announceme; As a result, the Trump administration can play a role in their implemeation or cancellation. But it seems that Trump also has the same opinion as the curre US governme, and the cancellation of these laws will be a bit far from expected. Most of the newly imposed restrictions are related to graphics processors, which are mainly supplied by Nvidia and AMD. This has caused the shares of these companies to witness a 5% and 1% drop, respectively, after announcing the news. Of course, the export restriction does not include graphics cards for games, and manufacturers can coinue to export them to China.
It is worth noting that large technology companies such as Amazon, Microsoft and Google will also need to receive approval from the US governme to build data ceers dedicated to artificial ielligence around the world. After receiving approval, they can establish data ceers in other couries and will no longer need a chip export license to import the parts they need to the destination coury. Apparely, several security prerequisites have been considered for obtaining the said license, which has caused the shares of these companies to face a one perce drop in value.
