The 2023 global government readiness index report in the field of artificial intelligence, published by Oxford Insights, shows Iran’s drop from 75th in 2022 to 94th.
According to the latest report “Global Government Readiness Index in Artificial Intelligence” published by Oxford Insights Institute, in 2023 Iran ranked 94th out of 193 countries with a score of 42.07, but in the 2022 report, Iran It was ranked 75th among 181 countries with a score of 45.30.
Iran Information Science and Technology Institute (IRANDAC) has analyzed the situation of Iran in more detail and compared it with other countries in the region. The results of this analysis show that Iran is facing serious challenges in various fields related to artificial intelligence, such as infrastructure, investment, expert manpower and policy making.

In this index, Iran is evaluated in 3 main dimensions: “Government”, “Technology” and “Data and Infrastructure”. The results show that Iran has performed relatively better in terms of technology, data and infrastructure, but in the government aspect, especially in the field of accepting artificial intelligence and formulating comprehensive strategies, it faces serious challenges.
The global government readiness index in the field of artificial intelligence consists of a total of 39 indicators. According to this table, Iran has performed poorly in areas such as the quality of regulations and accountability.
According to the report of the global government readiness index in the field of artificial intelligence, Iran has ranked 13th among the countries of the region in 2023. The chart below shows the score and ranking of the countries in the region in this report.
In 2023, Turkmenistan has made the biggest leap among the countries of the region with a 33-step progress. On the other hand, Iran has experienced the biggest decrease in rank with a drop of 19 places.
The Middle East and North Africa (MENA) region has seen many developments in the field of artificial intelligence in recent years. Although this region ranks third in terms of the extent of points in the artificial intelligence index, there is a significant difference between the countries of the Middle East and North Africa. In the meantime, the United Arab Emirates is recognized as the leader of the region with the 18th global ranking.
The average score of the Middle East countries (38.89) is lower than that of the North African countries (51.11), but Egypt in North Africa is recognized as an exception among the top 10 countries in the region. One of the main challenges of the region is the lack of skilled manpower in the field of artificial intelligence. Programs such as “Kaderha” are being implemented in the United Arab Emirates to address this challenge.
America is still the world leader in the field of artificial intelligence with the highest score. Singapore, England, Finland and Canada are also in the next positions.
