Publication of a new 20-point plan to end the war in Ukraine
Releasing details of the latest plan to end the war, Ukraine’s president said it had been agreed between negotiators in Kiev and Washington and had been sent to Moscow for feedback.
According to RCO News Agency, Ukrainian President Volodymyr Zelenskyy, although he did not publish the draft of the US-led plan to end the war in Ukraine, he explained the contents of the plan in detail in a briefing with journalists in Kiev, including AFP.

1. Ukrainian sovereignty will be reaffirmed. We declare that Ukraine is an independent country and all the signatories of this agreement confirm this by their signatures.
2. This document constitutes a complete and unconditional non-aggression agreement between Russia and Ukraine. To support long-term peace, a monitoring mechanism will be established through automated space-based monitoring to ensure early notification of violations and conflict resolution. Technical teams will agree on all details.
3. Ukraine will receive strong security guarantees.
4. The strength of the armed forces of Ukraine in peacetime will remain with 800 thousand personnel.
5. The United States, NATO, and European signatories will provide Ukraine with security guarantees consistent with Article 5;
A. If Russia invades Ukraine, in addition to a coordinated military response, all global sanctions against Russia will be reinstated.
b. If Ukraine attacks Russia without any provocation or opens fire on Russian territory, the security guarantees are considered null and void. If Russia opens fire on Ukraine, security guarantees will come into effect.
c. Bilateral security guarantees are not excluded under this Agreement.
6. Russia will formalize the policy of non-aggression towards Europe and Ukraine in all necessary laws and all necessary documents and approvals.
7. Ukraine will become a member of the European Union in a certain period of time, and Ukraine will receive short-term privileged access to the European market.
8. A strong global development package will be prepared for Ukraine, defined in a separate agreement on investment and future prosperity. This package covers a wide range of economic areas, including:
A. The establishment of the Ukrainian Development Fund to invest in high-growth sectors.
b. The United States and American companies will cooperate with Ukraine and invest in the development, modernization, and operation of Ukraine’s gas infrastructure, including its pipelines and storage facilities.
c. Joint efforts will be made to rebuild war-damaged areas, with the aim of rebuilding and modernizing cities and residential neighborhoods.

11. Ukraine confirms that it will remain a non-nuclear state in accordance with the Nuclear Non-Proliferation Treaty.
12. The Zaporizhia nuclear power plant will be operated jointly by the three countries of Ukraine, the United States, and Russia.
13. Both countries are committed to implementing educational programs in schools and throughout society that promote understanding and tolerance of different cultures and eliminate racism and prejudice. Ukraine will implement EU laws on religious diversity and protection of minority languages.
14. In the regions of Donetsk, Luhansk, Zaporizhia and Kherson, the line of deployment of troops from the date of this agreement is practically known as the contact line.
15. After reaching an agreement on future territorial arrangements, the Russian Federation and Ukraine undertake not to change these agreements by force.
16. Russia will not prevent Ukraine from using the Dnipro River and the Black Sea for commercial purposes.
17. A humanitarian committee will be established to resolve outstanding issues, including the return of all remaining prisoners of war, all civilians and hostages, including children, and political prisoners.
18. Ukraine should hold elections as soon as possible after signing the agreement.
19. This agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council chaired by the President of the United States. Ukraine, Europe, NATO, Russia and the United States will be part of this mechanism. In case of violation, sanctions will be applied.
20. As soon as all parties agree to this agreement, a full ceasefire will be established immediately.
Previously, a plan was presented by US President Donald Trump to end the war in Ukraine, which was not accepted by Ukraine and the Europeans.
