Trump’s new plan for Ukraine includes handing over territory to Russia
The American media reported that the president’s new plan for the war in Ukraine is to hand over parts of the east of the country to Russia in exchange for security guarantees from the United States.
According to RCO News Agency, US President Donald Trump’s administration and Russian officials have prepared a new and comprehensive proposal to end the war in Ukraine, which takes major concessions from Kiev and at the same time asks Ukrainian President Volodymyr Zelensky to accept it.
“Axios” News site in a report while considering this action as “a big concession to Russia”, quoted an American official and wrote: “If the war continues, Ukraine will probably lose this territory in any case, and therefore it is in Ukraine’s interest to reach an agreement now.”
This American media emphasized: “The two most difficult issues in the Ukrainian negotiations so far have been who will control what territory after the end of the war and how to assure Ukraine that Russia will not simply resume the war in the future.”
Donald Trump’s 28-point plan calls for Russia to take full control of Luhansk and Donetsk (together called the Donbass), even though Ukraine still apparently controls about 12% of the territory there. Also, although areas in the Donbas are under Russian control, the areas from which Ukraine withdraws are considered a “demilitarized” zone and Russia will not be able to deploy troops there. In addition, in the other 2 war-torn regions, Kherson and Zaporizhia, the current lines of control will remain largely intact, and Russia will return a portion of land that is subject to negotiation.
Referring to this plan of Trump, Axios reported and also quoted the said American official whose name was not disclosed, and reported: “The United States and other countries recognize Crimea and Donbass as the legal territory of Russia, but Ukraine will not be asked to do so.”
“The plan also includes restrictions on the size of the Ukrainian military and its long-range weapons in exchange for security guarantees from the United States,” a Ukrainian official claimed. “Also, the US plan includes territorial concessions of Ukraine in Donbas.”
It is unclear what the US security guarantees will entail beyond a promise to defend against future Russian operations.
“Qatar and Türkiye are involved in drafting Trump’s new plan and supporting US mediation efforts,” Axios reported, citing two other sources familiar with the matter.
One of these sources said: “The mediation between Qatar and Türkiye helped end the war in Gaza and it can help end the war in Ukraine as well.”
The sources said that a senior Qatari official was involved in the talks last weekend between US Presidential Special Envoy Steve Witkoff and Ukrainian Defense Minister Rostam Umerov.
Another well-informed source said: “Umerov was authorized by Zelensky to negotiate with Witkoff, and many of his views were included in the text of the 28-point plan, and in addition, many understandings were reached in the negotiations with Umerov.”
A Ukrainian official also confirmed: “Zelensky sent Umerov to explain the US plan, but it was a verbal briefing and the Ukrainian defense minister did not receive a written proposal from Vitkoff.”
The Ukrainian official also denied that Zelenskiy’s advisor accepted the terms of the plan during the meeting, claiming that Ukraine “disagrees” with many of its points.
Prior to meeting with Umerov, Witkoff reportedly held extensive discussions about the plan with Russian envoy Kirill Dmitriev.
“As part of Turkey’s support for Trump’s peace initiative, Witkoff planned to travel to Ankara on Wednesday and hold a trilateral meeting with Zelenskiy and Turkish Foreign Minister Hakan Fidan,” a US official told Axios.
The US official claimed that the meeting was postponed when it became clear that Zelensky backed out of the understandings reached with Umerov and was not interested in discussing Trump’s plan.
Another US official said: “The domestic political scandal in Ukraine, which included a corruption investigation against some of Zelensky’s close advisers, was another reason for postponing the meeting.”
“We will wait now,” he emphasized at the end of the interview with Axios. “The ball is in Zelensky’s court, and Zelensky can come to Washington to discuss the new US plan if he wants to.”
