Gharibabadi: We do not have confidential negotiations with the agency
Iran’s deputy foreign minister rejected some of the News published in connection with secret negotiations between Iran and the International Atomic Energy Agency in Egypt and said: We have a relationship with the agency and we do not need secret negotiations.
According to Isna, Kazem Gharibabadi, Deputy Legal and International Minister of Foreign Affairs of the Islamic Republic of Iran, answered questions about issues related to Iran’s foreign policy on Tuesday evening.
Gharibabadi, who participated in a television interview, in response to a question about some signals and statements of Western officials in the media regarding the talks between Iran and the West, especially the United States, said: The policies that the United States and three European countries have adopted towards Iran in less than a year, it seems that even they themselves have come to the conclusion that these policies have not been able to achieve their desired goals.
He continued: Look at what these policies have been; In the last step, the Europeans proposed the activation of the snapback mechanism and thought that by doing this they could put heavy pressure on Iran and maybe force Iran to back down in the area of dialogue and negotiations.
We said that snapback is the last shot of Europeans
This senior diplomat of the Islamic Republic of Iran added: We had warned them that Snapback is not a tool they can use freely. We said that this is their last shot and if they shoot it, they will not have any other effective means to negotiate with Iran. Iran had made good proposals for interaction and dialogue, especially on the sidelines of the UN General Assembly, but they did not take advantage of this opportunity.
Pointing to the serious and principled opposition of China and Russia to the efforts of three European countries in the Security Council to activate Snapback, Gharibabadi said: For the first time in the Security Council, international consensus was not formed and Russia and China seriously opposed this issue.
He also stated: In the country, the executive and economic bodies tried to control the effects of the decision to activate Snapback on people’s livelihood. Although there were works, what the Westerners predicted did not come true. Even the estimate of the internal devices about the impact of the pressures was much more intense than the current situation; Therefore, it shows that we were able to control the effect of the pressures and as a result they failed in this field.
Americans should change their approach towards Iran
The Deputy Foreign Minister continued his speech in the special interview program of the Khabar network and noted that the same applies to the United States. The American regime and the Zionist regime carried out attacks against the Islamic Republic; But what was the result? Were they able to defeat Iran? No, the main failure was on them and they admit this fact now. The Islamic Republic inflicted a heavy blow and pressure on the Zionist regime, and they did not achieve their goals through a military attack. The Islamic Republic of Iran is still strong, stable, and has the support of the people.
He added: “In my opinion, they should change their approach towards Iran, because the continuation of past policies will not bring results.” If sometimes signals are heard from them, it seems to be due to a return to rationality and understanding the ineffectiveness of previous policies towards Iran.
In case of hostile action in the agency, the Cairo agreement will be completely abandoned
In response to a question about the claim of some media about secret negotiations between Iran and the International Atomic Energy Agency in Egypt, the deputy foreign minister said: We have a relationship with the agency and there is no need for secret negotiations. Such an issue basically did not exist.
At the end, Gharibabadi pointed to the efforts of the United States and three European countries to present a resolution against Iran in the upcoming meeting of the Council of Governors and added: The actions that the United States and some countries are following regarding the issue of the resolution will naturally cause the understanding that was formed earlier in Cairo to be completely abandoned.
We are planning for the Caspian Summit
Referring to the importance of holding the first meeting of the governors of the coastal provinces of the countries bordering the Caspian Sea, which will be held in Rasht from today for 2 days, the senior Iranian diplomat said: We are planning for the meeting of the leaders of the Caspian countries in August next year in Tehran. It means that the heads of four other countries should come to Tehran, the preparations of which are underway.
He also announced that the president’s visit to two Caspian coastal countries “Kazakhstan and Turkmenistan” is planned in the next month.
This senior diplomat of the Islamic Republic of Iran defended the provincial diplomacy of the Ministry of Foreign Affairs and the effort of the country’s diplomacy to expand interactions with neighboring countries and the region, saying: Foreign policy is not just a summary of talks with a few countries. Dialogue and negotiation are only part of the duties of the Ministry of Foreign Affairs. The Ministry of Foreign Affairs also has other duties, including missions in the field of economic diplomacy. We believe that the outcome of the activities of the Ministry of Foreign Affairs should be to secure national interests; Providing national interests is not limited to political, diplomatic or security-defense interests. An important part of that, in today’s vastly interconnected world, is economic and business interests, which are very key.
In this regard, Gharibabadi continued: From this point of view, the Ministry of Foreign Affairs is revising its structures to use all internal capacities, provincial capacities, and the capacity of embassies to realize national interests.
Changing the approach towards embassies is on the agenda
Iran’s Deputy Foreign Minister noted: One of the ideas that is being pursued in the Ministry of Foreign Affairs is changing the approach towards embassies. At one time, special attention was paid to the embassies of European countries and efforts were made to send strong ambassadors and diplomats to those countries. But now the Ministry of Foreign Affairs is working on the idea that the strongest diplomats should be sent as ambassadors to neighboring countries, and this issue is of special concern to the Honorable Minister of Foreign Affairs. We are currently trying to strengthen the structure and human resources of our embassies in neighboring countries.
Our capacities in Shanghai, BRICS and ECO are very key
In another part of his speech, this senior diplomat of the Islamic Republic of Iran, referring to the capacity of regional organizations such as the ECO, Shanghai and BRICS organizations and the recent presence of the First Vice President at the BRICS Prime Ministers’ meeting in Russia, said: Mr. Dr. Aref, the First Vice President, returned from Moscow this evening and the Shanghai Prime Ministers’ meeting was held. Various documents were signed and several proposals of Iran were included in the final statement. Inside the country, we have formed a coordination headquarters for the same Shanghai Cooperation Organization and we are coordinating with the presence of representatives of more than 60 or 65 executive bodies to determine how to use the capacities of Shanghai and BRICS in line with national interests.
Gharibabadi emphasized: We have capacities in some neighboring countries and at other levels, in the area of Shanghai, BRICS and ECO, which are very key.
