Araghchi’s letter to Guterres about Trump’s admission of leading Israel’s aggression against Iran
Referring to the US President’s admission of leading the aggressive actions of the Zionist regime against Iran, the Iranian Foreign Minister wrote: The United States is obliged to fully compensate the material and moral damages caused by these violations against Iran and Iranian citizens.
According to RCO News Agency, Iranian Foreign Minister Seyed Abbas Araghchi sent a letter to United Nations Secretary-General Antonio Guterres and United Nations Security Council President Michael Imran Cano regarding US President Donald Trump’s admission of leading the aggressive actions of the Zionist regime against the Islamic Republic of Iran.

Your Excellency
With reference to my previous letters dated June 23, 1404, equal to June 13, 2025 (S/2025/379), July 1, 1404, equal to June 22, 2025 (S/2025/405), and July 7, 1404, equal to June 28, 2025 (S/2025/429), regarding the obvious acts of aggression by the United States and the Israeli regime from June 13 to June 24, 2025 (June 23, 2025 to July 3). 1404) against my country, I would like to draw your attention to the recent statements of the President of the United States regarding the leadership role of that country in the aggressive actions of the Israeli regime and the war crimes of its agents against the Islamic Republic of Iran.
On November 6, 2025 (Aban 15, 1404), the President of the United States stated: “Israel attacked (Iran) first. That attack was very, very powerful. I was completely responsible for it.” According to international law, these statements are clear evidence that the United States directed and controlled the said illegal actions. As previously informed, the aggressive action of the Israeli and United States regimes was carried out against the sovereignty and territorial integrity of the Islamic Republic of Iran and in clear violation of paragraph 4 of Article 2 of the United Nations Charter. This action included attacks against civilians and civilian targets that were carried out with complete disregard for the principles of international law and international humanitarian law and led to the martyrdom of more than 1,100 innocent people and many injuries, as well as blind attacks against civilian infrastructure, including Iran’s peaceful nuclear facilities that are under the safeguards of the International Atomic Energy Agency, in clear violation of the United Nations Charter, the final documents of the Non-Non-Proliferation Treaty Review Conferences. Proliferation of nuclear weapons (NPT), International Atomic Energy Agency resolutions (including resolutions 444 and 533) and Security Council Resolution 487 (1981) took place. Therefore, the international responsibility of these violations is not only on the responsibility of the Israeli regime but also on the responsibility of the United States, including for guiding and controlling the aforementioned regime.
Based on the above, the United States is obliged to fully compensate the material and moral damages caused by these violations against Iran and Iranian citizens. The obligation to compensate for the damages includes restoring the situation to the previous state and paying compensation based on established principles of international law.
At the same time, the aforementioned confession, the individual criminal responsibility of the President of the United States and any other American official or person involved in gross violations of international humanitarian law, including by committing the crime of aggression, directing deliberate attacks against civilians (including women and children, scientists, university professors, journalists and prisoners), targeting senior military officers outside the battlefield, conducting deliberate attacks against civilian targets including hospitals and ambulances, center Iran Broadcasting will also include a prison and energy infrastructure, including peaceful nuclear facilities. This, of course, does not affect the criminal responsibility of all persons, including those within the Israeli regime, who were involved in commanding, ordering, committing, or assisting and facilitating the commission of the aforementioned war crimes.
Based on this, the Islamic Republic of Iran reserves its unquestionable right to pursue through all available legal channels to hold the governments and responsible persons accountable and to receive compensation for the damages.
The serious expectation of the Islamic Republic of Iran is that the Secretary General of the United Nations and the Security Council, in accordance with their responsibility for maintaining international peace and security, take appropriate measures to ensure the accountability of the United States and the Israeli regime for these gross violations and bring the perpetrators of these crimes to justice.
