Mirzavian: Baku does not really intend to make peace with Armenia
The Armenian Foreign Minister expressed concern that Baku would avoid continuing the peace process and finalizing an agreement.
Armenian Foreign Minister Ararat Mirzavian expressed concern in an interview with Turkish media that Azerbaijan may intentionally avoid peace with Armenia.
He said: “Sometimes Azerbaijan does not really want to make peace with Armenia.” Why? I can’t say with confidence, but we are really worried that they do not want to finish the process of resolving the issues, finalize the negotiations or sign the peace treaty.
The Armenian Foreign Minister also referred to repeated signs of tension both in the statements of Azerbaijani officials and in field developments.
Mirzavian warned: “Unfortunately, this could lead to more tensions. For example, a significant portion of Armenian citizens believe that Azerbaijan intends to attack and control parts of our sovereignty. When we can understand the true intentions of Azerbaijan, we will probably find the answers to many remaining questions.
He continued: In my opinion, this is the main issue – neither the constitution, neither the Minsk group, nor any other specific details. We have suggested several other initiatives on regional connectivity, mutual approval and weapons control, which were tangible and reasonable offers. But we have not received any positive answers.
According to Mirzavian, this unwillingness reflects Azerbaijan’s widespread disadvantage to normalize relations.
The Armenian Foreign Minister said: “They seem to be reluctant to finalize the process of normalization.” In addition, we sometimes see warning signs of the possibility of tensions intensify not only in the words, but also in practice.
“We cannot imagine being friends with Armenia immediately, so we are ready to take small steps to trust Armenia.”
The Foreign Ministers of the Republic of Azerbaijan and Armenia have announced that they had reached an agreement on the text of the Peace Agreement on March 5.
However, Baku emphasizes that the Armenian Constitution must be changed to sign the agreement and that the European Security and Cooperation Organization’s joint request to end the Minsk Group.
There are also issues such as the opening of the Zangar Corridor, the return of Azerbaijanis forced to migrate, and the payment of compensation by Armenia for the crimes of the previous period. On the other hand, Armenia’s military cooperation with European countries, including France and the renovation of its army’s arms, is also controversial in relations between the two countries.
