Moscow: The only way of peace is Ukraine’s interim by the United Nations
The Russian Foreign Ministry official explained Putin’s proposal for the interim administration of Ukraine. The Russian president has suggested that a UN -backed UN sovereignty in Kiev could provide a legal basis for peace talks.
Russian President Vladimir Putin’s proposal to establish an interim international department in Ukraine is based on historical records, according to ISNA.
He told Dice on Sunday that the United Nations has already experienced such a process.
Moscow has repeatedly stated that it is not possible to sign a peace deal with Kiev because the current Ukrainian government has no legitimacy.
Vladimir Zelnsky’s presidency ended in May, but he remained in power without the election and cited the war.
Putin earlier this week suggested that the creation of “foreign management or interim administration” could help hold elections in Ukraine and provide a legal basis for negotiations.
He said the peace agreement signed with a newly elected leader will “be recognized around the world” and would not be canceled later.
However, Loginov acknowledged that “there is no formal mechanism to create such offices in the United Nations.”
However, he noted that the United Nations has created transitional institutions in several areas after clashes, including Cambodia, East Timur and Eastern Slavia, and this is a history of such arrangements.
“In all cases, the first step has been to reach an agreement between the parties involved – directly or through mediators – about the proper transfer of authority to the United Nations,” he explained.
After reaching the agreement, their parties or mediation will submit their formal request to the United Nations. The Security Council will call on the UN Secretary -General to provide a framework for the interim administration, including the timetable and budget.
Loginov emphasized that the UN Security Council is the final decision, which will be made after a report by the Secretary -General on the structure and duties of the proposed department.
However, Kiev’s authorities have rejected the idea.
Ukraine’s head of the Ukrainian Intelligence Intelligence Center, Andrei Kuwalcono, claimed that the plan was an attempt by Moscow to postpone peace talks.
Washington has not yet officially commented on the proposal.
However, Reuters News agency quoted an unidentified White House National Security spokesman as saying that the Ukrainian government should be determined by the constitution and the will of the people.
Meanwhile, UN Secretary -General Antonio Guterres rejected the proposal on Friday, stressing that “Ukraine has a legitimate government and this should be respected.”
But former Russian President Dmitry Medvedev and the current vice president of the Security Council condemned Gutter’s statements and called them “dual lie”.
“This parasite is illegitimate,” he wrote in a post on X -Sanksky. There is no reason to respect him. “He is defeated, his people are dying and his country is being destroyed.”
