According to this document, which was approved in 2012, the US government has the authority to restrict the issuance of visas and freeze assets against Russian officials who commit human rights violations.
The chairman of the foreign relations committee of the US Senate said: “It is difficult to predict this issue, but during the first term of his presidency, Trump often used the Magnitsky sanctions and they were useful.”
Cardin said Trump would likely be eager to establish relations with “authoritarian world leaders” or cede concessions and territory to end the war in Ukraine. During his election campaign this year, Trump promised to end the war in Ukraine shortly after returning to the White House, but he did not provide details about his plan.
He said: I know that Trump likes to consider himself a dealmaker. I want to make sure we don’t rush into a deal that doesn’t reflect our values. I worry that he will seek a foreign policy shortcut that compromises some of our values.
Cardin expressed hope that the Senate, which will have a Republican majority starting next month, will be able to balance the actions of the future American president. In the first term of his presidency, Trump sought to reduce foreign aid by 50%, but he abandoned this decision after opposition from Republicans and Democrats.
