Does the agreement between Iran and the Agency prevent the issuance of a resolution in the Council of Governors?
It is expected that Iran’s interaction and cooperation with the agency during Grossi’s recent visit to Tehran, especially in the issuance of permission for the director general and his deputy to visit the Natanz and Fardo sites, will provide space for political negotiations on the lifting of sanctions in the near future.
According to RCO News Agency, Rafael Grossi, Director General of the International Atomic Energy Agency, traveled to Tehran last week after months of waiting to travel to Iran and meet with the high officials of our country.
Grossi’s trip took place on the eve of the publication of the Board of Governors’ quarterly report on safeguarding activities and the implementation of the JCPOA, as well as the meeting of the Agency’s Board of Governors that will be held next week.
The importance of this trip was also influenced by the election of “Donald Trump” as the president-elect of the United States, as well as the intensification of pressure from three European countries in the Council of Governors to Iran for more cooperation and the threat of issuing a resolution in the upcoming meeting of the Council of Governors.
The director general of the agency was supposed to meet with the high-ranking officials of our country in May of this year, but the accident of the helicopter of the Iranian presidential delegation canceled this trip, and after that, domestic and regional political developments caused the trip to not take place.
Grossi’s meeting with doctors; Declaration of Iran’s readiness to cooperate and converge with the agency
“Rafael Grossi” called his meeting with Iran’s president “Massoud Meshidian” an “opportunity to talk with the new government of Iran” and said: meeting with the president of Iran provided an opportunity to hear his views and his approach and efforts for one of the most challenging Explain international issues.
In this meeting, “Massoud Mezikian” also stated that “what the Islamic Republic of Iran is looking for in nuclear technology is exactly in accordance with the legal frameworks and permits of the International Atomic Energy Agency” and stated: “Iran is ready to cooperate and converge with the International Energy Agency.” Atomic declares; Although today the world has come to believe that Islamic Iran is seeking peace and security in the world.
The 2-day visit of the Director General of the Agency to Iran was summarized in three parts; Meeting with the president and foreign minister of Iran, technical and safeguard discussions with the technical and expert team of the Atomic Energy Organization headed by “Mohammed Eslami” and visiting 2 important enrichment sites of Natanz and Ferdo.
This is the first time since the establishment of Fordow site that an international political official will visit it.
Previously, “Mohammed ElBaradei” visited the Natanz site in March 2013 and “Yukiya Amano”, the late Director General of the Agency, visited the Parchin military site in September 2014 in the framework of JCPOA negotiations and to resolve the PMD case.
The visit of the Director General of the Agency to 2 important Iranian enrichment facilities has technical and political importance; And that is in a situation where the current interactions between Iran and the Agency are being threatened by European countries and the United States, and on the other hand, tensions are increasing in the region and the world.
The three European countries, England, France and Germany, have been putting pressure on Iran since last months and with their unique interpretation, they are asking Iran for extra-security cooperation and JCPOA, which of course is not accepted by Iran. On the other hand, relations between Iran and the Agency regarding 2 locations, Agency inspectors and Agency requests for more monitoring measures have made less progress in recent months. Meanwhile, the eighth year of the JCPOA, i.e. 2025, is a fateful year for Iran; Because 6 sanctions resolutions of the Security Council against Iran will be canceled within the framework of Resolution 2231. The Iranian authorities are trying to maintain the atmosphere of technical and political cooperation and interaction with the Agency and JCPOA members, even though the nuclear agreement is not practically implemented by the two sides.
On the eve of the quarterly meeting of the Council of Governors, three European countries threatened to issue a resolution in the Council of Governors and they are trying to somehow bring Iran one step closer to the Security Council or an excuse to extend the Security Council resolutions against Iran. When these three countries failed to reach a consensus on issuing a resolution against Iran, they proceeded to issue harsh joint statements against Iran in the Council of Governors and the Security Council to maintain a tough atmosphere against Iran.
Europe’s effort and will to put more pressure on Iran has nothing to do with Trump’s election
In an interview with ISNA, Amir Ali Abulfath stated about the approach of Europe and America in the Council of Governors towards Iran: Europeans have been creating trouble for us in the agency for some time and this is not a new issue. In the previous meetings of the Council of Governors, three European countries played a big role in joint statements and even in several resolutions issued against Iran.
Referring to some speculations and News about the possibility of issuing a new resolution against Iran in the Council of Governors, he said: This effort and will to put more pressure on Iran has nothing to do with the election of Donald Trump as the new president in the United States. They were following the issue.
This American affairs expert stated: Iran’s relations with Europe are challenging and tense without Trump or with Trump, and I don’t think the Europeans will stop pressuring Iran in international forums. The dispute between Iran and Europe is deeper than these.
Abolfath clarified: I do not believe that the Biden government did not want or does not want to take a drastic action against Iran in the Council of Governors, such as issuing a resolution; If they are not inclined to issue a resolution against Iran in the past or now during the period of political transition in America, it is because of their interests and discretion. The Biden administration did everything it could do, and what it couldn’t do was beyond its power. If he could overthrow the Iranian regime, he would do so or impose more sanctions and political pressure. Therefore, if he did not take these actions, it is because of America’s inability, or it is better to say that he has bigger considerations that he did not do these things.
He said about the impact of Trump’s election on the policies of the Biden government in the transition period: This is true for all governments in America. The Trump administration is not exempt from this, it is definitely trying to do something, but whether it succeeds or not is questionable. Not only Trump, but all American presidents since the beginning of the Iranian revolution tried to take action against Iran. If the Biden government did not reduce Iran’s oil sales to zero, it was not because it did not want this to happen, but because it could not, or it did not have this power in front of Iran, or its interests did not allow it. By the way, I believe that Trump wants to take action against Iran and will seek to implement it even more strongly, just as Biden implemented Trump’s policy of maximum pressure, even though he said he was against it, but it was doing But I doubt that Trump will succeed in pursuing his policy of maximum pressure in this period.
If America wants to have a serious confrontation with Iran, it must solve its problem with Russia and China first
Abul Fatah said: The world has undergone major changes in the past four years. Is it possible for America to come to a conclusion about Iran when it is in a proxy war with Russia and wants to start an economic war with China? When they have problems with Russia and China, it is natural for them to support Iran and get close to it; Therefore, I believe that if America wants to have a serious confrontation with Iran, it should first solve its problem with Russia and China. Basically, it is not possible to sanction and eliminate Iran or any other country that is a major producer of a strategic commodity in the world.
He continued: I believe that the governments in the transition period in America do their routine and daily work and have normal relations with the actors, whether they are friends or enemies, and whatever Biden did with Iran, he will do in this period as well.
Abul Fatah stated: It is unlikely that the American government will have a desire to take risky and controversial actions in the one and a half months until the handover of power to the next government. Both in domestic and foreign policies, the same policy that has been followed so far is followed.
This expert on American issues said: America and Europeans will neither reconcile with us nor go to war in this period, and it is unlikely that the Trump administration will make a change in this approach. The priority of Americans, especially with the start of the new government, is domestic issues, then they enter foreign policy issues.
Iran, with or without the JCPOA, is not Trump’s priority
Abolfath clarified: I believe that Iran, with or without the JCPOA, is not Trump’s priority. They have the war with Ukraine, the issue of China, Gaza, and Lebanon, and after settling them, they will come to us.
Europe’s abuse of the political transition in America
According to Isna, although the visit of the Director General of the IAEA to Iran is considered important in terms of Iran’s technical cooperation with the IAEA and opening the knots of political negotiations, but it seems that the political context of solving technical issues and also starting negotiations for the lifting of sanctions and the implementation of the JCPOA or There is no updated version of the JCPOA and the authorities of Iran and the Agency as well as the representatives of the three European countries and the United States know this well, but unfortunately these countries are trying to take advantage of the political transition in the United States and use this excuse to increase the pressure on Iran. .
According to the Agency’s quarterly reports on Iran, Iran’s nuclear activities are being carried out in an orderly and logical process within the framework of the Comprehensive Safeguards and NPT regulations, and there are no worrisome or urgent issues; However, under the pressure of the Ukraine war, European countries are trying to compensate for their defeat against Russia with the pressure and threat of Iran. Therefore, they have started taking steps to accuse Iran in the Council of Governors and the Security Council with the aim of possibly extending the Security Council resolutions against Iran.
It seems that in the technical negotiations between Iran and the Agency on Thursday in Tehran, the two sides agreed to a minimum level of cooperation in order to maintain the atmosphere of interaction. This cooperation environment will allow the two sides to resume negotiations in a reasonable environment in the near future after passing the current stage. Now the ball is in the court of the Europeans and America to respond to Iran’s goodwill and interaction.
