On August 30, Putin signed the decree to award this medal to Lukashenko at the same time as his 70th birthday.
In this ruling, he stated that he is awarding this medal due to his outstanding achievements in the field of developing strategic partnership and relations and unity of the two countries and strengthening friendship between their brother nations and personal participation in the effective functioning of the “Union State” of Russia and Belarus.
The “Union State” of Russia and Belarus was established on April 2, 1992 with the aim of achieving political, military, economic and social integration between the two countries.
Putin and Lukashenko held their talks before this ceremony.
Lukashenko said during the meeting: “The West has designed a plan to strangle us (referring to Belarus and Russia), first of all in economy and finance, but they have already admitted it.”

The Kremlin press office reported that during the talks, the two sides will discuss the development of Russia-Belarus relations, focusing on complementary interactions within the Union state between Russia and Belarus. After this meeting, the official ceremony of awarding the highest state award in the Russian Federation to the President of Belarus was held.
