To reach the target of 6,000 accommodation for the next five years, 5 new hotels must be opened annually in the country. It is not possible to achieve these goals except by removing barriers and providing effective incentives. Investment is the first need for infrastructure development, and without it, tourism in Iran is not possible to survive. These investments must be tailored to the regional needs of a fair distribution pattern.
The Minister of Cultural Heritage announced the approval of important incentives in the government over the past three months, saying:
One of the most important of these incentives is the import exemption of hotel equipment with zero duties and customs; This includes specialized equipment, cars, and even cruise ships.
Referring to the importance of tourism integration with economic structures, he pointed to the government’s new policy to promote hybrid complexes:
The investor can build a commercial and administrative project on a land and build a hotel in the same complex to bring the return on capital to more economical. This model is common in the world and Iran will enter this path.
According to Salehi Amiri, in the field of financial incentives, toll exemption has been approved by up to 5 % for the creation of tourism infrastructure, and in some metropolises such as Tehran, Isfahan and Tabriz, the exemption reaches 5 %. Also, changing the use of agricultural land to tourism that was previously subject to heavy duty will be completely exempted.
The Minister of Cultural Heritage also emphasized the importance of the import of foreign tourists and said:
The development of infrastructure makes sense when the tourist enters the country. In this regard, we have put active tourism diplomacy on the agenda. The starting point of this policy was with Tajikistan. In the form of a memorandum of understanding with officials, the cancellation of a visa was implemented among all the cities of the two countries, and our targeting is to reach 6,000 Tajik tourists. The airlines of the two countries have also been activated.
According to Salehi Amiri, the next step is to revive the entrance tourism from Azerbaijan. She said.
In recent years, we have seen a sharp drop in the arrival of Azerbaijani tourists. Our goal is to re -build and create new frameworks of cooperation that have reached important agreements during the recent meeting of the Presidents of the two countries.
The Minister of Cultural Heritage, referring to the ongoing cooperation with Türkiye, said:
We have asked Türkiye to balance the entrance and exit tourism between the two countries.

Currently, the amount of entrance and exit tourism between Iran and Iraq is almost equal, and we are trying to implement this balanced model in relations with other Gulf countries.
In another part of the meeting, the minister announced the approval of the possibility of providing tourism facilities in the country’s dams, rivers and water resources in accordance with environmental considerations and said:
This decree provides an important opportunity for the development of nature tourism and ecotourism in the country.
Salehi Amiri also announced the joining of the cruise ship to the southern ports of the country and said:
In the north of the country, a cruise ship was purchased by the private sector and reached the port of Neka.

Temporarily, all manuscripts and documents of the Quran Museum were transferred to the Museum of Water to provide the basis for preparing a construction of the Holy Quran with modern museum standards. Our goal is to revive the museum’s civilizational and social function, not merely the physical reopening of a building.
