Dr. Mohammad Hassanzadeh in a conversation with Mehr reporter about the reasons for the decline in the coury’s scieific rank, stating that there are various reasons for this, said: Anyway, all couries and geographical regions are trying to improve themselves in the geography of global knowledge. It’s not like we are doing activities in universities and research institutes in Iran, but our other neighboring and rival couries are standing still and not progressing. Therefore, moving rank one seems natural; But why this trend, even though it can be progressing, is going down, is a big question.
Poiing out that support for science, technology and innovation can lead to wealth and effect, he said: The second reason for the decrease in scieific rank is that our support for science, technology and innovation is not consiste. We have many actors in this field, each of them going their own way. If all these actors follow a cohere policy and converge mechanisms, it will definitely grow day by day in the rankings and dissemination of science and the transformation of science io wealth and value, and that our society will experience the effect of science, technology and innovation in Life will take care of itself.
The head of Iran Science and Information Technology Research Institute (IranDAC) poied out: At the policy level, we should pay atteion to the drivers and dynamics of the science, technology and innovation system, and if we do not see them in one cycle, the compones of this cycle may not only converge, but diverge
The material and spiritual support of the science and technology system must be stable
Referring to the importance of material and spiritual support for the science, technology and innovation system, he said: Another issue is that the material and spiritual support for the science, technology and innovation system in the coury should be stable and even decrease with the change in the social and economic situation. don’t
Hassanzadeh poied to his studies about the great economic recession in Europe and Southeast Asia and coinued: during the great economic recession, couries strong in science, technology and innovation had increased their support in this field at the same time as they eered the recession, and the couries that They had increased their research and developme and innovation spending, and were less affected by the economic recession.
He poied out: This issue shows that if the economic situation in the coury is not suitable and it is experiencing a crisis, it needs more support for science, technology and innovation.
Professor of information science and epistemology of Tarbiat Modares University emphasized: Therefore, the fact that the economic situation of the coury is not suitable is not a justification for paying less atteion to science, technology and innovation. We should pay more and targeted atteion to this issue so that we can solve the coury’s problems.
Referring to the importance of paying atteion to the empowerme of human resources, the head of Irandak said: We have not paid enough atteion to empowering the research and developme workforce and their professionalization. It doesn’t matter what problems and crises there are for the professional research and developme force and they do their work. He doesn’t pay atteion to the cold, the heat, the writings of a certain newspaper and the talks raised in a certain conversation and eves; Because it is professional and if there is professionalism in science, technology and innovation, we can hope for the sustainable growth of science, technology and innovation.
The science and technology monitoring system in our coury is not responsive
Hassanzadeh stated that the monitoring system of science, technology and innovation in our coury is incomplete and unresponsive, and said: We cannot quickly predict what is happening in science, technology and innovation in the world and what the trends and supertrends say so that we can make policies and programs. Let’s take ourselves in that direction.
He added: For this reason, we raise our voice of protest only when the trend is decreasing, and when we are growing, we remain sile, only to experience a downward trend again. This means that we have completely instinctive behavior and this behavior creates problems for the future of science, technology and innovation.
Referring to the existing upstream documes, the head of Irandak said: We have very importa upstream documes; There is a comprehensive scieific map of the coury, general policies announced by the Supreme Leader, and developme plans, etc.; But we have not created an accurate and responsive system of data analysis of science, technology and innovation in the coury, and if we have created it, it is not responsive enough.
He added: Even if it is responsive to the assumption, the policy making, planning and implemeation are not consiste with it, and it feels unnecessary to those data and does its work. This lack of coordination creates problems.
