According to RCO News Agency, the National Elite Foundation, with the aim of strengthening the role of scientific elites in the advancement of knowledge and technology and solving the priority issues of the country, compiled and announced the guidelines for “networking and development of the elite’s significant influence in the advancement of knowledge and technology (elite acceleration plan)”. This plan provides the context for intelligent cooperation between the university, industry and problem-oriented institutions and facilitates the implementation of problem-oriented projects based on science and technology.
In line with the realization of the major goals of the country’s science and technology system and considering the need to strengthen the effectiveness of scientific elites in solving key issues, the National Elites Foundation compiled and published a guideline under the title “Networking and development of the outstanding influence of elites in the advancement of knowledge and technology”. This manual is a part of the elite acceleration plan in the advancement of knowledge and technology, which deals with creating efficient elite networks, directing elite capacity to priority issues, and expanding national and international scientific cooperation.
The manual includes the main definitions, goals, structure of the steering council, specialized working group and executive secretariat, and covers all stages from the identification of macro-national and provincial issues to the evaluation and support of elite cores. According to this guideline, the nuclei are divided into two types, “demand-oriented” and “priority-oriented”, which will receive financial support, laboratory facilities, housing facilities, and benefit from tax credits.
Elite cores are made up of faculty members and post-graduate students who, under the guidance of experienced members, implement problem-oriented projects and their results are used to make decisions and solve the country’s strategic challenges. Also, the possibility of benefiting from the laboratory network of strategic technologies and facilities related to banks has been provided for the cores.
This code of practice replaces the previous version of “Development of problem-oriented cores of faculty members (Shahid Dr. Beheshti plan)” and is effective from the date of approval.
