According to Mehr reporter, in recent years, policymakers in the field of science and technology have put several support packages and programs on the agenda, emphasizing the return, permanence and impact of Iranian elites abroad. Launching systems such as “Connect” and implementing plans to attract and employ elites in executive bodies is a part of this targeted approach to strengthen human capital and improve the country’s science and technology system, which has been followed up and implemented by the Scientific Vice-Chancellor and the Organization for the Development of International Scientific and Technological Cooperation.
The Connect system is a national system that provides a platform so that Iranian elites abroad and international experts can effectively participate in the country’s science and technology system and continue their professional growth and influence opportunities. In the last decade, about 14 thousand Iranians living abroad have participated in the Connect platform in the form of various cooperation models.
In this regard and in continuation of the previous programs of the Vice-Chancellor for Science, Technology and Knowledge-Based Economy, the “Stability Plan” has been designed and implemented as one of the new support packages, focusing on creating a sustainable professional path for researchers returning to the country; In addition to financial support, the project tries to provide job stabilization and the continuation of the effective activity of elites in the scientific and technological centers of the country.
As announced by the Presidential Office of Science, Technology and Knowledge-based Economy, the “Stability Plan” is implemented with the aim of supporting, stabilizing and increasing the durability and effectiveness of the returning elites from abroad through the “Connect” system and will provide the basis for their continued professional activity in the country’s scientific and technological centers.
According to this plan, researchers who have returned to the country through the Connect system and have between 3 and 36 months of professional experience in Iran, can benefit from the financial support of this package by presenting a transparent and evaluable one-year activity plan.
The purpose of implementing this plan is to help the sustainability and increase the effectiveness of Iranian researchers abroad, as well as to strengthen the network of Iranian elites at the international level. Also, in the form of this support package, up to 3 billion Tomans will be allocated to each qualified researcher.
Applicants’ evaluation criteria include realization of scientific and technological achievements, level of job stabilization, institutional effectiveness, development of scientific networking and compliance with financial discipline. Plans that get at least 60% of evaluation points will be eligible for financial support.
The registration process is done through the service system and qualified applicants can register their application in the Department of International Scientific and Technological Cooperation Development Organization until 18th of February 1404.
According to Mehr’s report, 10 support packages were recently introduced by the Vice President for Science, Technology and Knowledge-Based Economy in cooperation with the Innovation and Prosperity Fund with the aim of dynamism of knowledge-based companies and the country’s scientific leap, which respectively include 8 special support packages for knowledge-based companies, 1 special package for Iranian elites abroad and 1 special scientific leap package for the country’s top 20 universities.
