Honorable colleagues, respected ministers, His Holiness;
It is proud that we are hosting you in our beloved homeland of Iran to hold the second meeting of the Ministers of Higher Education, Science and Technology of the OIC-1 Member States. Welcome to all of you, I am very happy to see you, and I hope you have an effective meeting in Iran while having an effective meeting. We come here today to take a further step forward in the fields of science, education, technology and innovation, and the integrity and unity of Muslim nations beyond the national borders, and I believe that the forward movement will not help any more clock and scope than the science of science.
First of all, I would like to begin with a brief report on the scientific and technological capabilities of the Islamic Republic of Iran.
Over the past five years, after the victory of the glorious Islamic Revolution, more than 5 universities and institutes of higher education have been established in the country, with more than 5 million students studying at universities in the country, while only about 6,000 students were studying before the revolution.
We were also ranked No. 5 from the world before the revolution, but now we are ranked No. 5. Fortunately, the Islamic Republic of Iran has made significant progress in recent decades in areas such as nanotechnology, aerospace, biological technology, ICT, medicine, inventions, Olympiad medals and women’s literacy rates. From the industrial point of view, we were ranked No. 2 in the world before the victory of the revolution, but today we are ranked No. 2 in the world.
Prior to the revolution, there were research institutes in the country, but we currently have more than 5 research institutes. The number of faculty in the Islamic Republic has increased to more than 6,000 before the revolution. There are currently more than 6,000 knowledge -based companies in the country.
These scientific and technological achievements have been achieved despite the illegal, cruel and inhumane sanctions of the West, and in particular the United States.
If one day social science scientists and economic planning, economic growth, trade expansion, direct investment and monetary and financial policies were the source of development and progress, today there is a growing consensus that sustainable development of human societies inevitably goes through the path of science, technology and innovation. This fact has grown, especially in the developing Muslim societies that seek science from cradle to grave, at the forefront of their affairs.
While the world order has been subjected to fundamental transformation in all the most important and human attention watches, we have a great task of governments and policymakers of Muslim countries to focus science and technology. In an age where global challenges such as climate change, epidemics, poverty and unemployment, land drying, water crisis, environmental pollutants and land warming do not know any territory, we as policymakers of science, technology and education of Islamic countries while maintaining national science and scientific policies.
While members of the OIC-1 dialogue are gathered in Tehran for such a goal at the highest level of policy, I am very staust that at the end of the meeting a statement would be made as the first joint document of Islamic countries artificial intelligence, a document that reflects our common determination to move towards convergent policies.
While policymaking, especially policy -making in the context of science and technology between governments and Islamic countries, is an inevitable necessity, I would like to attract you to the importance of policy -making in relation to two very important social groups, two groups whose focus and attention is on the capability of Islam and the ability to progress.
First: Youth. No Friday is able to ignore the role of young people in advancing science and technology, which, if they look at their decisive position and role, have deprived themselves of progress. More than one and a half million of today’s population is the youth and adolescents of 5 to 5 years old, with the overwhelming majority living in developing countries, and we are more or less. This crowded and passionate population has given the Muslim nations an unparalleled opportunity to benefit from their energy, creativity and learning ability, young people are actually the forefront of the world’s scientific advances.
Multilateral initiatives that are capable of this and in the context of the OIC-1 dialogue platform include setting up centers, forming a network of young ambassadors of science, technology and innovation, launching free or low-cost platforms in emerging technologies such as artificial intelligence, blockchain and nanotechnology.
The second issue is the discussion of women in science and technology. In any pattern of the development of science, technology, and naming based on the needs, capacities and priorities of the countries, the bold role of women, which make up half of the community, guarantees achieving the goals of national development of countries. The quantitative and qualitative promotion of academic education for women, entrepreneurship, and the use of the creativity of this stratum of achieving executive strategies to utilize them in laboratories, workshops and research projects can increase the sustainable development capacity of Muslim countries.

The organizers of the Tehran summit have been properly and cleverly selected artificial intelligence as its central subject.
I would like to draw your attention to the fact that according to valid estimates of artificial intelligence, it will affect about 2 to 5 percent of jobs around the world, and while about 2 million job opportunities are likely to be closed over the next four years, at least 5 million new artificial job opportunities will arise.
At present, the Islamic world’s share of science production, technology development, and economic value creation in the field of artificial intelligence is estimated at less than 2 %, which is a significant distance from the potential and potential of Islamic countries. It is important to formulate an intergovernmental program and active cooperation of the Islamic world to increase the share of Islamic countries in the global market of artificial intelligence. Islamic countries have significant opportunities that are the propulsion of artificial intelligence development. Some of the possibilities include:
A young and interested in the development and use of emerging technologies, and in particular artificial intelligence
Dynamic and growing human capital in basic science and engineering and other related disciplines
The large domestic market of Islamic countries; More than 2.5 billion Muslims worldwide and widespread demand for artificial intelligence products and services in areas such as health, education, language, single Islamic finish and digital governance
The Islamic Republic of Iran, with a strategic view of the importance of artificial intelligence, has a strong belief in the development of science and technology in this area.
The formation of the “Technology Development and Applications of Artificial Intelligence” under the supervision of the Honorable President of the Islamic Republic of Iran is a testament to the country’s determination to advance this area. The Seventh Plan Act also emphasizes the development of integrated infrastructure and the strengthening of technology ecosystem in the field of artificial intelligence as one of the areas of propulsion and authority in the country.
The Islamic Republic of Iran has put a number of measures to develop infrastructure, intelligent support and support for innovation ecosystem in the field of artificial intelligence, including the following:

Formation of Artificial Intelligence Development Group on Islamic Cooperation Organization with the aim of creating a continuous structure for consultation, decision making and observation of global developments in the field of artificial intelligence
Middle -term and long -term roadmap for scientific and technological cooperation in the field of artificial intelligence focusing on defining realistic goals, shared focus points and executive steps by Islamic countries to develop comprehensive development and priority applications of artificial intelligence
Networking of Islamic Research and Academic Centers in the field of artificial intelligence with the aim of utilizing and sharing elite capacity and scientific institutions throughout the Islamic world for joint research and development and collaborating on technology development and commissioning of joint academic and professional educational programs in the field of artificial intelligence
Joint financing of artificial intelligence projects and infrastructure for financing key infrastructure and joint strategic projects and artificial intelligence startups using the capacity of Islamic countries, Islamic Development Bank and Bold Investment Development in the Islamic World
Formulation of Islamic Ethics Charter in the field of artificial intelligence aimed at achieving an ethical and indigenous framework based on the principles of Islamic law, human dignity and social justice
