Researchers need access to international scientific sites to find out the latest scientific achievements in other scientific centers around the world, and universities must provide access to these bases by purchasing subscription.
Academics had been cut off for years due to accumulated debt to international scientific bases, and researchers used informal methods to access world articles.
It was in August this year that much of the accumulated debt of universities was paid to international scientific bases with the pursuit of the Irandak Institute and the Ministry of Science, and after five years of access to universities and institutions under the Ministry of Science, some international scientific sites, including Squopus and Scopus, were possible.
The right to subscribe to access to the “one -year” scientific bases is needed to prevent the creation of accumulated debt and maintain access to these bases, but universities pay each year, but given the increase in the exchange rate and the financial problems of the universities in recent years, Some officials emphasized the need to create a centralized budget line to provide access to international scientific bases.
The budget examination of the year indicates that for the coming year there is a budget line to fund international databases.
Dr. Mohammad Hassanzadeh; The head of the Iranian Institute of Information Science and Technology (Irandak) and the head of the National Scientific Resources Council in a conversation with Mehr reporter about allocating independent budget lines to secure scientific base subscription rights said: “Yes, for the first time in the history of Iranian science, this issue has been raised in next year’s budget.”
He added: “So far, this issue has been agreed and next year a separate budget for universities is intended for international scientific bases.”
Also Dr. Hossein Nasiri; Speaking to Mehr reporter, the director of the Higher Education, Research and Technology Department of the Majlis Research Center said: “The independent budget line for international bases is not explicitly included in the budget, but several budget rows are listed in next year’s budget that allow the Ministry of Science to spend.
He said: “These are included in the” support programs “in the budget tables of the year, and probably the same is considered. The Ministry of Science has also confirmed that this is listed in the budget.
According to Mehr, in recent years; Iran’s rank in publishing international articles has declined, and some experts have raised the lack of access to the world’s scientific resources as one of the reasons for the country’s scientific publication. It is hoped that the country’s scientific publications will be improved in the coming years by maintaining academics’ access to scientific resources.
