Organizing and completing the circles of the elite system is a set of separate institutions that interact with each other and jointly or separately in creating the opportunity for the elite to have an effect and are formed within the framework of a government structure to develop policies to improve , compile and implement. In the document of elites, important measures regarding the organization of the elite system are foreseen. These actions, which are designed based on the problem-oriented approach and filling the gaps and removing the weaknesses, if they are implemented correctly, will cause the organization of the elites in the management of the country’s developments.

The spirit of the strategic document of the elites is the cycle of influence, and until everything is put together, no success will be achieved. Effectiveness exists at the national level, but this system must be balanced and coordinated so that it can work as a synergistic set in order to be effective. The elite document should be used to align elite activities at the national level and instead of an individual-oriented approach, a network approach and elite activity should be strengthened. A network of different institutions whose activities and interactions lead to the formation, entry, improvement and spread of the influence of elites in the field of managing the country’s developments. If we can tie the strategic document of elites with our social, cultural, scientific and technological, economic and industrial system, the obstacles to its implementation will be reduced.

That is, the actors themselves remove the obstacles in front of their feet to bring this matter to a conclusion. Because then the need becomes tangible and until the document is linked to our issues, no one will look for it.

In setting, amending and approving laws and regulations, we must learn how to align the system of rules and regulations and the rules of the game with the strategy. It means to make the institutional infrastructure allow us to implement the strategy or policy. We have very high aspirations in our country, but our legal structure does not allow many things.

The successful implementation of the country’s strategic document on elite affairs requires the amendment of laws or new laws in accordance with the strategies and the preparation of new regulations in the development of the country’s elite system. The

One thing that is worth mentioning is that the Elite Strategic Document Office made a proposal to the country’s Deeds and Real Estate Registry Organization to register the country’s strategic document on elite affairs and other high-level documents as part of the country’s official documents so that legal authorities can understand its importance and implementation.

In this regard, the National Elite Foundation is trying to open a new horizon in the constructive interaction with the executive bodies by designing the indicators of the national strategic document of the country in the affairs of the elites. is Also, the compilation of the indicators of the macro goals of the document is being finalized, a part of the indicators of the macro goals is being completed in the form of a survey, and after the completion of the reports, it will be sent to the relevant authorities.

Also, one of the goals drawn for the implementation of the elite document is the 5-year and 10-year goals for the elite strategic document in the form of a study work, so that a more accurate assessment of the implementation of the elite strategic document can be obtained.
