We have no other way for the growth and excellence of the country except research and technology. Many times we said that there are legal obstacles to doing things; But now, fortunately, a good legal infrastructure has been provided and we need the laws to be implemented. Now, Article 11 and 13 of the law of mutation has opened the way for many activities.
Stating that most of the provisions in the 7th plan are related to education and research, he said: Research is the most demanding part that is foreseen in the law of the plan. Therefore, the implementation of the seventh program has been assigned to Dr. Salehi and he prepared the program and we are reviewing it.
The Minister of Science pointed out: When they evaluate us, they will measure us with research. At the time of evaluating the progress or slowness, it will not be the result of the work of the headquarters and it is not the tasks of the ministry; Rather, it is the responsibility of the universities.
He stated: We considered the mechanism of monitoring the achievement of goals and universities. The research assistants should consider this issue and convey to the heads that the evaluation of the universities will be based on the progress in implementing this program.
Referring to the country’s problems, Simai Saraf said: We have many problems in the country, but some problems are caused by depression and despair.
He stated that Arak University has managed to establish a good relationship with the industry and did not wait for the budget headquarters, and said: That is why I was encouraged to visit this university on my first trip to the province. These approaches show that management sometimes requires creativity and innovation.
Stating that sometimes we manage without creativity and innovation, the Minister of Science said: For example, one of the problems of universities is student nutrition. We spend 8 thousand billion tomans for education, but it produces dissatisfaction. Let’s go and ask knowledge-based companies what to do for student nutrition. Sometimes we act as a board for student nutrition, in case we need to contact the industry and research centers to solve such problems and pay attention to the social harms that need research. We should not be self-deprecating; Humanities should pay attention to these issues.
Emphasizing the importance of research, he said: We should not pay attention to research that only promotes professors. Useful knowledge is mentioned in the Qur’an. Science is useful to solve a problem of society and industry.
Saying that 15% of the university’s budget should be spent on research, Simai Saraf said: “If a university is short of this budget, we should try to absorb this amount.”
Emphasizing the importance of journal indexing, he said: Journal indexing helps scientific authority. Colleagues, university after university are teaching journal indexing. With formal and ritual actions and without spending money, we can take a step and help scientific authority.
The Minister of Science stated that the scientific rank is the dignity of the country and stated: We should not lag behind the countries of the region in science. We had a university when they didn’t even have a school.
He added: We are not arrogant in learning; It is not a fault to be a student, but it is a fault to remain a student.
