According to RCO News Agency, citing the Ministry of Science, the decree of Dr. Hossein Simai Saraf, the Minister of Science, addressed to Dr. Mohin Rigi states:
In view of the level of commitment, expertise and valuable experience of your superiors, and according to the proposal of the honorable vice president of research, you are appointed as the “supervisor of Zabul Research Institute” by this decree.
He expects from the highest authority to take care of that research center by trusting in God Almighty Based on Carry out the laws, policies and programs approved by the Islamic University. It is hoped that by following Islamic teachings, scientific principles, the strategy of the national unity government, and by attracting the cooperation of academics and experts, you will perform the assigned duties in a competent manner.

Dr. Mahin Rigi was born in 1363 and has a degree in fisheries and has the director of cultural and social affairs of the Zabul Research Institute and the advisor to the head of the research institute on women’s affairs.
In a separate letter, the Minister of Science also appreciated the efforts of Dr. Babak Nosrati, the former head of the Zabul Research Institute, during his tenure.
