Zelensky’s order to draft international agreements on security guarantees of Ukraine
By issuing a decree, the President of Ukraine implemented the decision of the Security and National Defense Council of Ukraine on security guarantees and assigned the Ministries of Foreign Affairs and Defense to prepare and submit drafts of relevant international treaties.
According to RCO News Agency, the President of Ukraine Volodymyr Zelensky published a decree on his official website announcing the beginning of the process of preparing international treaties on security guarantees for Ukraine.
Based on this decree, Zelenskyi has implemented the decision of the Security and National Defense Council of Ukraine dated January 30, 2026, entitled “On Security Guarantees for Ukraine”. The supervision of the implementation of this decision has been assigned to “Rostam Umerov”, the secretary of the National Security and Defense Council of Ukraine. This decree has come into force on the day of publication.
The statement of the Security and National Defense Council of Ukraine states: “After reviewing the proposals on providing security guarantees to Ukraine, which were prepared based on the activity of the Ukrainian delegation to participate in the negotiation process with the United States and other international partners of Ukraine, as well as with representatives of Russia to achieve a just and lasting peace, the Security and National Defense Council of Ukraine decided: the Ministry of Foreign Affairs, jointly with the Ministry of Defense, in accordance with the established procedure, will immediately prepare and submit draft international treaties related to security guarantees for Ukraine.”
Meanwhile, Russian Foreign Minister Sergey Lavrov announced that security guarantees for Ukraine in the current situation do not mean trans-European security, but rather the continuation of the conflict against Russia.
He said that during the negotiations with the Ukrainian side in Istanbul in April 2022, the topic of security guarantees was the main focus of the talks and Moscow was satisfied with it, because this issue was related to a collective format in the field of security guarantees; But according to Lavrov, all this is now “overlooked.”
The last round of negotiations with the presence of negotiators from Russia, the United States and Ukraine was held on February 4 and 5 in Abu Dhabi. Before that, the first meeting of a tripartite working group was held in January in the capital of the United Arab Emirates to review security issues.
