The first plan was “Gregory Mix“, suggested the New York Democratic represeative. The plan called for US armed forces to withdraw from “engageme with any presideially designated terrorist organization in the Western Hemisphere” unless Congress has declared war or authorized the use of military force.

According to this report, this plan was not voted with 210 votes in favor against 216 votes against.

The second plan is “Jim.” McGovern“, the Democratic represeative of Massachusetts preseed, which emphasized the withdrawal of the US armed forces from “any conflict in or against Venezuela that is not authorized by Congress”.

This plan was also not approved with 211 votes in favor against 213 votes against.
