Emphasizing the necessity of solving the problems of housing, livelihood and receiving salaries of the professors, he noted: We are obliged to provide the living needs and the provision of facilities and research and laboratory equipme for the professors, especially the young professors, so that they can coinue their scieific and research affairs without worry, because one of the requiremes to achieve scieific authority is to solve the problems of livelihood, salary and housing of the professors.

Aref further poied to the role of the Supreme Council of the Cultural Revolution in making macro-cultural policies and university affairs and emphasized: some departmes should not ierfere in the affairs of universities because no departme is the guardian of universities and some powers should be returned to universities, and in this regard, approvals that have a financial and executive burden should be handed over to universities.
