25 countries are suspected of complicity with the Zionist army in the Gaza genocide
According to the Genocide Convention, the publication of a report by an oil transfer agency that states that fuel was transferred from 25 countries to the occupied territories during the 2 years of the Zionist army’s genocide in Gaza puts them at risk of complicity in this war crime.
According to RCO News Agency, in September 2025, the Independent International Commission of the United Nations called on member states to “stop the transfer of weapons and other equipment or items, including jet fuel, to Israel or third countries in cases where there is reason to suspect that they will be used in military operations related to the commission of genocide.”
The Middle East Eye News site reported about this: In its new report, the Oil Change International Institute revealed the transfer of 323 shipments from 25 countries – a total of nearly 21.2 million tons of crude oil and refinery products to the occupied territories between November 1, 2023 and October 1, 2025.
171 of these shipments contained 17.9 million tons of crude oil, 70% of which was supplied from the Republic of Azerbaijan and Kazakhstan. Azerbaijan’s crude oil is transported to Türkiye through the Baku-Tbilisi-Ceyhan pipeline.
The report noted that although Turkey is considered the origin country of Azerbaijan’s crude oil shipments due to the pipeline leading to Ceyhan (in Turkey), all oil transported through this route is known as “Baku-Tbilisi-Ceyhan Azeri crude oil”.

In the same way, Kazakh crude oil is also exported to Russia’s Black Sea coast near Novorossiysk through the Caspian pipeline consortium, which is known to be of Russian origin. It is said that 45% of this oil was transferred from Russia.

Middle East Eye wrote: Although the data indicates a complete stop of Brazilian crude oil shipments to Israel in 2025, Brazil’s National Federation of Oil Workers says that these shipments may have been directed to foreign refineries – mainly in Italy.
