In this election, the composition of the candidates changed, as many capable economic or expert people were unable to engage or immigrate from the area due to field conditions. Most selected municipalities need training, empowerment and technical and managerial support to carry out the heavy post -war responsibilities. This responsibility includes “launching support programs by ministries and central institutions, holding training courses for local forces, and legal and financial empowerment of municipalities” to effectively perform their duties.

Municipalities are not only executive agencies, but are now the center of social organization, enhancing cultural and national identity, a bridge between the people and the government, and the institution of resistance to rape, poverty and disregard. Municipalities are the backbone of the local community and their strengthening should be a priority.

Elections in southern Lebanon were not merely a democratic event, but a popular confrontation with rape, emphasizing the path of resistance and calling for the southern reconstruction. People proved that bombing, displacement and poverty could not break their will. The people also sent a message to the Lebanese government and the international community that we are in favor, but we need real participation and practical support to rebuild our lives.

The diversity of views between the resistance forces and the competition over local management indicates internal political maturity. I believe that this situation should not only be considered a threat, which must necessarily be strengthened.
Finally, the South Reconstruction Project should begin immediately. This reconstruction must be comprehensive, fair and sustainable to transform this electoral resistance into economic and developmental resistance and protect the land and the people and consolidate not only as a response to rape, but as a way to live.
