On the other hand, the spread of NATO departed from its strategic necessity and became an independent phenomenon; A high acceleration movement that was fed by bureaucracy, domestic politics, and ideological beliefs. At every stage, from Poland to Baltic, Georgia and Ukraine, Western policymakers did not even ask the most basic question: “How are these actions from Moscow? “Can we cope with the reaction?”
