Ladies, gelemen, dear guests,
Honorable colleagues, respected ministers, His Holiness;
It is proud that we are hosting you in our beloved homeland of Iran to hold the second meeting of the Ministers of Higher Education, Science and Technology of the OIC-1 Member States. Welcome to all of you, I am very happy to see you, and I hope you have an effective meeting in Iran while having an effective meeting. We come here today to take a further step forward in the fields of science, education, technology and innovation, and the iegrity and unity of Muslim nations beyond the national borders, and I believe that the forward moveme will not help any more clock and scope than the science of science.
First of all, I would like to begin with a brief report on the scieific and technological capabilities of the Islamic Republic of Iran.
Over the past five years, after the victory of the glorious Islamic Revolution, more than 5 universities and institutes of higher education have been established in the coury, with more than 5 million studes studying at universities in the coury, while only about 6,000 studes were studying before the revolution.
We were also ranked No. 5 from the world before the revolution, but now we are ranked No. 5. Fortunately, the Islamic Republic of Iran has made significa progress in rece decades in areas such as nanotechnology, aerospace, biological technology, ICT, medicine, inveions, Olympiad medals and women’s literacy rates. From the industrial poi of view, we were ranked No. 2 in the world before the victory of the revolution, but today we are ranked No. 2 in the world.
Prior to the revolution, there were research institutes in the coury, but we currely have more than 5 research institutes. The number of faculty in the Islamic Republic has increased to more than 6,000 before the revolution. There are currely more than 6,000 knowledge -based companies in the coury.
These scieific and technological achievemes have been achieved despite the illegal, cruel and inhumane sanctions of the West, and in particular the United States.
If one day social science scieists and economic planning, economic growth, trade expansion, direct investme and monetary and financial policies were the source of developme and progress, today there is a growing consensus that sustainable developme of human societies inevitably goes through the path of science, technology and innovation. This fact has grown, especially in the developing Muslim societies that seek science from cradle to grave, at the forefro of their affairs.
While the world order has been subjected to fundameal transformation in all the most importa and human atteion watches, we have a great task of governmes and policymakers of Muslim couries to focus science and technology. In an age where global challenges such as climate change, epidemics, poverty and unemployme, land drying, water crisis, environmeal pollutas and land warming do not know any territory, we as policymakers of science, technology and education of Islamic couries while maiaining national science and scieific policies.
While members of the OIC-1 dialogue are gathered in Tehran for such a goal at the highest level of policy, I am very staust that at the end of the meeting a stateme would be made as the first joi docume of Islamic couries artificial ielligence, a docume that reflects our common determination to move towards converge policies.
While policymaking, especially policy -making in the coext of science and technology between governmes and Islamic couries, is an inevitable necessity, I would like to attract you to the importance of policy -making in relation to two very importa social groups, two groups whose focus and atteion is on the capability of Islam and the ability to progress.
First: Youth. No Friday is able to ignore the role of young people in advancing science and technology, which, if they look at their decisive position and role, have deprived themselves of progress. More than one and a half million of today’s population is the youth and adolesces of 5 to 5 years old, with the overwhelming majority living in developing couries, and we are more or less. This crowded and passionate population has given the Muslim nations an unparalleled opportunity to benefit from their energy, creativity and learning ability, young people are actually the forefro of the world’s scieific advances.
Multilateral initiatives that are capable of this and in the coext of the OIC-1 dialogue platform include setting up ceers, forming a network of young ambassadors of science, technology and innovation, launching free or low-cost platforms in emerging technologies such as artificial ielligence, blockchain and nanotechnology.
The second issue is the discussion of women in science and technology. In any pattern of the developme of science, technology, and naming based on the needs, capacities and priorities of the couries, the bold role of women, which make up half of the community, guaraees achieving the goals of national developme of couries. The quaitative and qualitative promotion of academic education for women, erepreneurship, and the use of the creativity of this stratum of achieving executive strategies to utilize them in laboratories, workshops and research projects can increase the sustainable developme capacity of Muslim couries.

At prese, the Islamic world’s share of science production, technology developme, and economic value creation in the field of artificial ielligence is estimated at less than 2 %, which is a significa distance from the poteial and poteial of Islamic couries. It is importa to formulate an iergovernmeal program and active cooperation of the Islamic world to increase the share of Islamic couries in the global market of artificial ielligence. Islamic couries have significa opportunities that are the propulsion of artificial ielligence developme. Some of the possibilities include:
A young and ierested in the developme and use of emerging technologies, and in particular artificial ielligence
Dynamic and growing human capital in basic science and engineering and other related disciplines

The formation of the “Technology Developme and Applications of Artificial Ielligence” under the supervision of the Honorable Preside of the Islamic Republic of Iran is a testame to the coury’s determination to advance this area. The Seveh Plan Act also emphasizes the developme of iegrated infrastructure and the strengthening of technology ecosystem in the field of artificial ielligence as one of the areas of propulsion and authority in the coury.
The Islamic Republic of Iran has put a number of measures to develop infrastructure, iellige support and support for innovation ecosystem in the field of artificial ielligence, including the following:

Middle -term and long -term roadmap for scieific and technological cooperation in the field of artificial ielligence focusing on defining realistic goals, shared focus pois and executive steps by Islamic couries to develop comprehensive developme and priority applications of artificial ielligence
Networking of Islamic Research and Academic Ceers in the field of artificial ielligence with the aim of utilizing and sharing elite capacity and scieific institutions throughout the Islamic world for joi research and developme and collaborating on technology developme and commissioning of joi academic and professional educational programs in the field of artificial ielligence
Joi financing of artificial ielligence projects and infrastructure for financing key infrastructure and joi strategic projects and artificial ielligence startups using the capacity of Islamic couries, Islamic Developme Bank and Bold Investme Developme in the Islamic World
Formulation of Islamic Ethics Charter in the field of artificial ielligence aimed at achieving an ethical and indigenous framework based on the principles of Islamic law, human dignity and social justice
