According to the Mehr Reporter, the Executive Regulations of paragraph (a) of Article (1) of the Five -Year Plan Act of the Seveh Progress, which relate to the “comprehensive research”, were adopted by the Cabinet.
The by -law is based on the proposal of the Ministry of Science, Research and Technology, in cooperation with the Ministry of Health and Medical Education and the State Budget and Budget Organization, and its main purpose is to direct and allocate targeted financial credits (research) to promote educational, research, technology, innovation and skills, extending the coury’s fundameal issues.
Research; It is the financial credit that is spe on research activities based on the criteria of institutions including universities and institutions of governme higher education and research.
One of the main axes of this Code is the system of ideas and needs (bread). The Ministry of Science is obliged to provide the infrastructure needed to call for ideas and needs, registering target researchers and monitoring processes online to iegrate the information coained in the Ministry of Health’s research systems and other executive agencies. Also, the Ministry of Health and other executive agencies are required to provide the necessary measures to record their research needs and priorities in the bread system.
The Ministries of Science and Health are also required to inform, empower human resources and create inceives to guide research projects to the coury’s priorities and needs and register them in the bread system. The Ministry of Science is also obliged, in cooperation with the Ministry of Health and other executive agencies, to provide a connection between the bread system and the research manageme systems of institutions to preve parallel measures.
Spend at least 5 % of the research credits of universities and executive agencies
According to the by -law, universities and research ceers are required to allocate at least 2 % annually and by the end of the last year of the implemeation of the Seveh Developme Program Act, at least 2 % of research credits to research research projects. The executive agencies are also required to spend at least 2 % each year and by the end of the end of the seveh program, at least 2 % of their research resources for their own research projects registered in the bread system.
Research Paymes of Humanities Research and Research Projects are applied with inceive coefficies in line with the needs of the bread system. The guidelines on how to determine the coefficies shall be formulated and communicated by the Ministry of Science and Health, in collaboration with the releva executive agencies, two mohs from the date of notification of this Code.

This bylaw has predicted inceives to guide designs to priorities and needs. Research on the priority research projects in the field of humanities and in line with the needs registered in the bread system with inceive coefficies.
Research projects in collaboration with postgraduate researchers have a higher encourageme. Also, research projects include long -term, ierdisciplinary, multidisciplinary or volatile studies with the approval of the Institute’s Research and Technology Council.
In addition, the executives of the research projects, including the faculty and the researcher, are subject to the graing of an encouraging base. The mechanism of this encourageme is by the Institute of Editing and approved by its Board of Trustees.
The head of the institute is responsible for overseeing the proper implemeation of the provisions of this bylaw. The ministry is also required to report on the share of public funding resources related to the research of this by -law to the State Budget and Planning Organization each year in August.
