Science, technology and innovation of the country were also presented, which were approved. According to the law, these reports must be presented and approved by the Supreme Council of Ataf, which were approved by the council.
Regarding the performance of Ataf Council in the last three years, he said: In the last three years, 21 meetings of the permanent commission and 329 meetings of specialized commissions have been held, and this shows that the commissions of the Supreme Ataf Council were active in the last three years, and holding this number of meetings was unprecedented. is
According to Salehi; The Ataf Council has 12 commissions (11 commissions + one coordinating commission for other commissions), 9 of which are chaired by the deputy minister related to the subject of the commission, and the chair of the other 3 commissions are at the level of the deputy minister.
The Secretary General of the High Ataf Council explained about the second resolution of the High Ataf Council meeting: This resolution was related to the selection of some members of the Board of Trustees of the Ataf Council Fund. according to the statute of the fund; These members should be appointed by the proposal of the General Secretary and the approval of the Ataf Council, which was delegated to the Standing Committee of the Council to select the 4 members. Since the representatives of all members of the council are present in the permanent commission, it was decided that the members will be proposed and finalized in the permanent commission.
Update of the new regulation of mega projects
Stating that the next order of the meeting was related to the “regulations of mega plans”, he explained: We already had a regulation on what mega plans are and how to approve them in the secretariat of the High Ataf Council; But a new regulation had to be updated according to the current needs. Therefore, a new regulation was approved.
Salehi pointed out: Some people think that the duty of the High Ataf Council is to approve large plans, so the word mentioned in the law for the High Ataf Council is “the charter of long-term executive plans for large investments in educational, research and technology sectors”. This regulation was already approved by the permanent commission. The previous regulation had limitations and it was necessary to update it.
Approval of the organizational chart of the Secretariat of the Supreme Council of Ataf
Regarding another issue that was raised in this meeting, he said: The third issue was the proposal of the organizational chart of the Secretariat of the High Ataf Council. The secretariat of the council must have a specific organizational structure. According to the law, in Article 6, the duties and powers of the Head of the Secretariat of the Ataf Council or the General Secretary of the Ataf Council, which I am a servant of, states that the proposed organizational chart and organization of the secretariat must first be approved by the Board of Trustees of the Council and then taken to the Supreme Council of Ataf.
He added: This organizational chart, which was previously approved by the board of trustees, was also finally approved in this meeting.
Support for strategic disciplines
Salehi said about another resolution of the meeting of the Supreme Council of Ataf, which was held with the presence of the first vice president: This resolution was related to the issue of special support for strategic disciplines in the fields of education, research and technology. The 20-year performance of Ataf Council is reviewed
In response to a question about the first vice president’s critical approach to the Supreme Council of Ataf, he said: Dr. Aref’s talks and approach regarding the Council were focused on the general performance of the Supreme Council of Science, Research and Technology for 20 years and stated that the general performance of the Council should be reviewed. Regarding the time of the next meeting of the Supreme Council of Ataf, Salehi replied: The next meeting is expected to be held by the end of this year.
Regarding the possibility of the presence of the president in this council, he said: We hope and our request is the presence of the president. The law also provides that in the absence of the president, it must be held with the presence of the first vice president. It is important to approve and follow up issues in council meetings.
