The use of elites in solving the coury’s problems depends on the manageme of various factors from the perspective of the elites’ strategic docume and their transformation. These actions, which are designed based on the problem-orieed approach and filling the gaps and removing the weaknesses, if they are implemeed correctly, will lead to the organization of the elites in the manageme of the coury’s developmes.
Organizing and completing the circles of the elite system is a set of separate institutions that ieract with each other and joily or separately in creating the opportunity for the elite to have an effect and are formed within the framework of a governme structure to develop policies to improve , compile and impleme. In the docume of elites, importa measures regarding the organization of the elite system are foreseen. These actions, which are designed based on the problem-orieed approach and filling the gaps and removing the weaknesses, if they are implemeed correctly, will cause the organization of the elites in the manageme of the coury’s developmes.
The spirit of the strategic docume of the elites is the cycle of influence, and uil everything is put together, no success will be achieved. Effectiveness exists at the national level, but this system must be balanced and coordinated so that it can work as a synergistic set in order to be effective. The elite docume should be used to align elite activities at the national level and instead of an individual-orieed approach, a network approach and elite activity should be strengthened. A network of differe institutions whose activities and ieractions lead to the formation, ery, improveme and spread of the influence of elites in the field of managing the coury’s developmes. If we can tie the strategic docume of elites with our social, cultural, scieific and technological, economic and industrial system, the obstacles to its implemeation will be reduced.
That is, the actors themselves remove the obstacles in fro of their feet to bring this matter to a conclusion. Because then the need becomes tangible and uil the docume is linked to our issues, no one will look for it.
In setting, amending and approving laws and regulations, we must learn how to align the system of rules and regulations and the rules of the game with the strategy. It means to make the institutional infrastructure allow us to impleme the strategy or policy. We have very high aspirations in our coury, but our legal structure does not allow many things.
The successful implemeation of the coury’s strategic docume on elite affairs requires the amendme of laws or new laws in accordance with the strategies and the preparation of new regulations in the developme of the coury’s elite system. The
Compiling the strategic docume of elites is a big task and its implemeation is also big. In our coury, documes like the elites’ docume are usually not implemeed if they are not converted io law and approved by the parliame, and that is why during the past years, efforts have been made to impleme the elites’ strategic docume in the form of Article 64, Clause C of the Law of the Sixth Developme Plan. One thing that is worth meioning is that the Elite Strategic Docume Office made a proposal to the coury’s Deeds and Real Estate Registry Organization to register the coury’s strategic docume on elite affairs and other high-level documes as part of the coury’s official documes so that legal authorities can understand its importance and implemeation.
