Moscow: We are consulting with Baku to reopen the Russian Culture House
A Russian government official has announced details of Moscow and Baku’s consultation to reopen the Russian Cultural Center in Baku.
According to RCO News Agency, Yogoni Primakov, head of the federal affairs agency, abroad and international humanitarian cooperation, said today (Monday) that Russia and Azerbaijan are investigating options to allow the Russian Cultural Center in Baku, known as the “Russian House,”
“We are still looking for an agreement with Azerbaijan,” Rihanovsti News agency reported that Primakov said. Both sides, we and Azerbaijan, have a constructive and relatively optimistic attitude, and we hope to finally reach an agreement and resume complete activities.
He added that Moscow and Baku have discussed whether the Russian house should be registered as a legal person or a non -profit organization.
Primakov explained: The Russian home in Baku has been successful for many years and has met all the necessary requirements, including the legal requirements of the Azerbaijani government. However, the Agreement on the activities of intelligence and cultural centers explicitly points out that the center must be registered in Azerbaijan as a legal entity.
He added that despite the efforts of the parties, there is still no way to register the Russian house as a legal entity.
On February 7, the Azerbaijani Foreign Ministry announced that he had sent a note to the Russian Foreign Ministry and called for a suspension of the activities of the Russian home in Baku. On February 7, the cultural center announced that it was stopped at the request of Azerbaijani officials, but denied allegations of holding Russian language courses for Azerbaijani government officials.
According to previous statements by Yogoni Primakov, the owner of the building is selling it and urged the Russian home to evacuate the building within a month and a half. At the same time, the Azerbaijani Foreign Ministry’s note, which called for the suspension of the activities of the Russian house, referred to the lack of official registration of the center. Primakov said his organization has repeatedly asked various Azerbaijani authorities to register for official registration, but has not received a response.
