The Minister of Foreign Affairs of Armenia is optimistic about the conclusion of the peace talks with Baku
The Minister of Foreign Affairs of Armenia cautiously expressed his optimism that soon they will succeed in reaching an agreement on some disputed terms with the Republic of Azerbaijan, and after that the peace treaty will be prepared for signing.
According to RCO News Agency, “Ararat Mirzoyan”, the Minister of Foreign Affairs of Armenia, said to the representatives of his country: “This year, the Ministry of Foreign Affairs of Armenia has made significant efforts in order to conclude the text of the peace treaty with Azerbaijan.”
Mirzoyan recalled: “Armenia’s last proposal was to quickly sign the peace agreement, including the articles that have been agreed upon so far. “We have proposed to withdraw all the proposals of the Armenian and Azerbaijani sides, on which there is no bilateral agreement, and to sign what has been agreed upon so far.”
He added: “According to the reactions of the people and also during the calls, this proposal was not accepted with much enthusiasm. Now we understand that there are one or two sentences around which we will continue to work. This is the normal course of negotiations. I must be cautiously optimistic that we will soon be able to reach an agreement on these few terms and then the treaty will be ready for signature.
There is no obstacle to continue the delimitation process
Ararat Mirzoyan addressed the members of his country’s parliament and said that concrete results have been recorded in the process of normalizing relations between Armenia and the Republic of Azerbaijan this year.
He said: “The efforts of the Ministry of Foreign Affairs to create a peaceful and stable environment around Armenia will continue. “This means, first of all, normalization and development of relations with our neighbors.”
Regarding the normalization of relations with Baku, the Minister of Foreign Affairs of Armenia said: “Very tangible results have been recorded in this direction in 2024, first of all in the direction of delimiting the borders between the two countries. In April, we signed a document at the level of the heads of demarcation commissions of two countries, and then the regulation of joint activities of the commissions was signed, which was approved by the Armenian National Assembly and followed the appropriate process in Azerbaijan. “Soon, the parties will officially inform each other about the implementation of these regulations, and I hope that the delimitation measures will continue after that.”
Mirzoyan said: “Currently, there is no obstacle for this.”
Normalization of relations with Türkiye
Ararat Mirozian, Minister of Foreign Affairs of Armenia, also said: Dynamic talks between Armenia and Türkiye are ongoing.
This official emphasized: “We have a dynamic and positive dialogue with Türkiye.” I remind you that the ministries of the two countries worked to assess the condition of the border infrastructure. Now this work has been done and will be done in order to evaluate the condition of the Kars-Gyumri railway.
Mirzovian told the representatives in the meeting of the 2025 budget bill committee of the parliament: “Our conversation is first of all about the issue that the two countries should establish diplomatic relations, open the borders, have transportation and other communications and in “Normalize your entire relationship.”
He said: “It is not a secret that Ankara conditions its relations with Armenia to some extent on the normalization of Armenia and Azerbaijan.”
“In our assessment, this is not a very constructive approach, and we are talking with Turkey without preconditions, we have specific agreements to initially open the borders to citizens of third countries and holders of diplomatic passports,” the Armenian Foreign Minister emphasized. I would like to say that there is a dynamic dialogue here as well. Again, I express my optimism that we will make progress in the near future.
It is unacceptable to deploy third-party forces on communication routes
Ararat Mirzoyan, Minister of Foreign Affairs of Armenia, also said that the deployment of third-party forces along the routes is unacceptable in the framework of unblocking regional communications.
Mirzoyan said at the hearing of the parliamentary committee about the 2025 state budget: “We consider the deployment of third party forces on communication routes unacceptable. Regarding the participation of international organizations, we must understand that there is a transport company, a shipping company, a railway company, a railway maintenance company and an operator. That is, there are different layers in this field.”
None of Armenia’s work is incompatible with Iran
Ararat Mirzoyan further said that Armenia’s policy towards Europe is not a secret for Iran.
The Minister of Foreign Affairs of Armenia emphasized: “Normalizing and developing relations with our neighbors is our priority, and it is not a secret to anyone here what kind of relations we have with the Islamic Republic of Iran.” Of course, our policy on the European path is not hidden from the Islamic Republic of Iran.
He added: “We mention this issue in our regular calls. I can say that nothing has been done by Armenia that is not welcomed and is incompatible with the ideas of the Islamic Republic of Iran.
