The US government recently announced new rules that will make it more difficult to export AI-related chips and related technologies to other countries, and will even ban some countries from owning such technologies.
The Reuters news agency has recently mentioned in a report the new laws of the US government regarding products and technologies related to artificial intelligence, which make it much more difficult to export them to other countries. The goal of these rules appears to be to keep advanced technologies in the hands of the United States and its allies to prevent access to them by rival countries, including China.
According to the new rules, there are limits on the number of chips that can be sold to other countries for companies active in the field of chip manufacturing and technologies related to artificial intelligence. Of course, close allies of the United States can use the hardware and software products of American companies without any restrictions after receiving a license, and these rules only apply to non-allied or competing countries. Companies are also prohibited from exporting advanced technologies to Russia, China, Iran and North Korea.
In the last days of this administration, the Secretary of the Economy “Joe Biden” has mentioned that the United States is still known as the leading country in the field of artificial intelligence development and chip design, and the new laws will help the United States maintain this position. Also, legal loopholes have been closed in some areas to make it more difficult for China to access American technologies. America is worried that China will use advanced artificial intelligence products to advance its military goals; As a result, in the last four years, it has adopted several approaches to prevent this incident.
What companies will be affected by the new rules?
The new rules will take effect after 120 days from the official announcement; As a result, the Trump administration can play a role in their implementation or cancellation. But it seems that Trump also has the same opinion as the current US government, and the cancellation of these laws will be a bit far from expected. Most of the newly imposed restrictions are related to graphics processors, which are mainly supplied by Nvidia and AMD. This has caused the shares of these companies to witness a 5% and 1% drop, respectively, after announcing the news. Of course, the export restriction does not include graphics cards for games, and manufacturers can continue to export them to China.
It is worth noting that large technology companies such as Amazon, Microsoft and Google will also need to receive approval from the US government to build data centers dedicated to artificial intelligence around the world. After receiving approval, they can establish data centers in other countries and will no longer need a chip export license to import the parts they need to the destination country. Apparently, several security prerequisites have been considered for obtaining the said license, which has caused the shares of these companies to face a one percent drop in value.
