
According to the , citing the National Cancer Research Institute, Jihad University, the representative of the Arak people in the Islamic Council and a member of the Health and Medical Commission, while explaining the approach of the Islamic Council in reviewing the health budget, announced the commission’s proposal to allocate an independent budget line in order to equip and modernize the breast cancer research center and complete the national network for the prevention, early detection and control of common cancers in women.
Dr. Seyyed Mohammad Jamalian announced the commission’s proposal to allocate an independent budget line in order to equip and modernize the breast cancer research center and complete the national network of prevention, early diagnosis and control of common women’s cancers and said: “Prevention is the least expensive and most effective way to improve the public health of the country, and we at the Health and Medical Commission of the Islamic Council are serious about this important principle.”
Referring to the budget review process in the Islamic Council, the member of the Health and Treatment Commission of the Islamic Council clarified: In the issues related to the budget, it should be noted that the parliament and specialized commissions cannot impose a new financial burden on the government. In other words, we cannot add a new cost to the country’s public resources just by recognizing the importance of an issue.
He further added: However, if specialized, expert proposals based on field realities are presented; It is possible that within the framework of available resources, transfers will be made and credits will be directed towards priority issues; Especially in a field like health, which is directly related to people’s life and quality of life.
Explaining the actions of the health and treatment committee of the parliament, he said: Considering the extent of health issues and the high volume of needs in the health and treatment sector, the health and treatment commission decided to prioritize some issues. Based on this, a list containing about 64 specific and expert proposals was prepared and presented to the Consolidation Commission.
The member of the Health and Medical Commission of the Islamic Council further pointed out one of the most important proposals of this commission and said: One of our serious proposals was to revive and create a budget line under the title of helping the university jihad to equip and modernize the breast cancer research center. The center known today as the National Cancer Research Institute.
In explaining the goals of this proposal, he stated: The goal is not simply to support a research center; Rather, the completion of the national network for prevention, early diagnosis and control of common women’s cancers, as well as the development of new treatments throughout the country, is considered. In this regard, the figure proposed by the health and treatment commission was to allocate a budget.
Referring to the history and performance of Jihad University in the field of health, the representative of the people of Arak said: “Jihad University has seriously entered the field of prevention for many years and has also carried out valuable activities in the field of modern treatment methods. The visit of the members of the health and treatment commission to these centers as well as the National Cancer Research Institute shows that this institution has acted very actively and effectively, relying on the scientific power of Iranian scientists and the support of prominent scientific figures of the country.
He further added: Considering the importance of prevention in the health system, especially breast cancer, which is one of the most common cancers in the country; The Health and Medical Commission concluded that the targeted support of this group can play an important role in reducing the burden of diseases and treatment costs.
In response to a question about the national research and development infrastructure in the field of modern treatments under the “National Cancer Research Institute”, Jamalian clarified: what was finally considered for university jihad; It was a comprehensive package that includes both equipping and renovating the research center and completing the national prevention network, early detection, control of common women’s cancers, and the development of new treatments such as cell therapy and gene therapy.
He pointed out: This integrated view makes strengthening research infrastructure directly lead to the improvement of new technologies, the quality of medical services and the improvement of people’s health.
A member of the Parliament’s Health and Treatment Commission said about the review process of this proposal in the Consolidation Commission: If the members of the Consolidation Commission reach the conclusion that this issue has a higher priority, considering the importance of prevention and the position of health, they will definitely agree to it. But if other things are considered equal or even more important, it will naturally become more difficult to make a decision.
In response to a question about the effects of the approval of this proposal in the parliament and its approval by the Guardian Council, Jamalian stated: Without doubt, the approval of such a resolution can have a very significant effect on the health of the country. It is a proven scientific fact that the costs of prevention are much lower than the costs of treatment.
He continued: “Unfortunately, due to the low share of health in the GDP, preventive and health programs in the Ministry of Health have faced limitations and there have been delays in some areas.” In this situation, institutions like University Jihad can play a very important complementary role.
The representative of the people of Arak, referring to the performance of Jihad University, said: Although direct entry into the field of prevention and treatment was not among the initial missions of Jihad University, this institution has performed brilliantly and carried out effective measures in recent years.
He added: “Today, we are witnessing the serious activities of the National Jihad University Cancer Research Center in the field of cell therapy, gene therapy, preventive measures, and scientific investments, and due to the spread of academic Jihad branches across the country, the possibility of early diagnosis, reducing treatment costs, and reducing the consequences of the disease has been provided for patients.”
In the end, Jamalian emphasized: Strengthening prevention, developing new treatments and supporting domestic scientific and research centers can both improve the quality of health services and reduce the financial pressure on the treatment system and families.
