He stated that a series of maritime institutions of the country are participating in this event, and added: In this conference, all institutions related to the sea domain, including government organizations, industrial complexes and universities of the country, have been invited to participate in various sections, including presenting articles, holding workshops and keynote speeches. In this way, a wide range of academic and industrial activists will be involved in the conference.
The head of the marine engineering faculty of Amirkabir University of Technology emphasized: the daily exchange of scientific information between academic and industrial professors, specialists and researchers can play an important role in the advancement of standardization, the development of local standards and their application in the industry.
In response to a question about Iran’s position in the field of developing international standards, Kiast said: The development of standards is mainly done in developed countries, and developing countries are the consumers of these standards. In our country, in addition to using international standards, the duty of universities and scientific centers is to move towards the development of national standards based on local conditions.
He continued: Some international standards that have a history and a practical basis can be used by localization and adaptation to the internal conditions of the country in order to be more efficient and applicable in practice.
The head of the marine engineering faculty considered the direct achievement of this conference to be a move towards the industry in the field of standardization and continued: perhaps it is not possible to see immediate changes at the end of the conference, but such events will definitely be a platform for the formation and development of local standards in the country. Holding a conference and exchange of opinions between professors, academics and industrialists is considered one of the main tools for creating transformation in the field of national standards.
The role of the conference in developing national standards
The head of the Marine Engineering Faculty of Amir Kabir University of Technology emphasized that all the research presented in the form of articles in this conference will be used by university professors in completing and developing national standards, and pointed out that active groups in the Marine Standards Development Office of the Marine Engineering Faculty are working on developing national standards and this process has been continuously followed for the past three years.
Explaining the existing gaps in the standardization of the sea area, he said: In the international standard institutions, several practical sections have been compiled. In Iran, the Ports and Maritime Organization acts as the main trustee of the implementation of standards and applies global standards in the country under the umbrella of the International Maritime Organization (IMO).
He added: In addition to applying standards, the Ports Organization also participates in developing new ones and plays an active role in IMO meetings. In this process, universities also play a supporting role, and the professors of Amirkabir University of Technology, in interaction with the sub-groups of the ports organization, participate in reviewing and commenting on the standards discussed in IMO.
Kiast noted: Integrating university activities with the Ports Organization is the same role that our country plays in the development and implementation of new maritime standards.
Design and construction of standard vessels in the country
In response to a question about the use of standards in the design of new vessels, the head of the marine engineering school said: In the country’s industry, several models have been started for the design and construction of standard vessels. Some of these designs are inspired by foreign models, but currently the process of localization and revision of these models is underway inside the country to adapt to Iran’s technical and climatic conditions.
He emphasized: The ultimate goal of these efforts is to achieve the indigenous model of designing and building standard marine vessels so that Iran can play a more prominent role in the marine industry at the regional and international level.
The head of the marine engineering faculty of Amirkabir University of Technology pointed out the process of designing and localizing standards in the marine industry and explained: In many cases, we use similar foreign or international models and basic maps for the design of marine vessels and structures, then we localize and adjust the necessary design calculations in accordance with the goals and missions of the desired vessel.
In response to a question about the coordination between universities, standards organization and ports and maritime organization, he said: Several years ago, through the standard development office in the marine engineering faculty, the maritime industry organization has approached the universities to establish this coordination. The success of this path depends on holding meetings, gatherings and specialized meetings. We have started this path and the transfer of the needs and demands of domestic maritime organizations to the university and the university’s effort to play a developmental role in the field of standards is underway.
The challenges of implementing international standards in Iran
Kiast said about the challenges of implementing international standards such as IMO in Iran: Many standards can help our country to have standard vessels and marine structures, but some standards carry a heavy financial and technological burden. For example, the regulations related to the reduction of greenhouse gas emissions (MARPOL) require the maritime industry to move towards reducing and eventually zeroing the production of greenhouse gases; At the same time, this process requires new technologies and significant investment, and its implementation is costly.
He added: The implementation of these standards will be costly for all countries, but in the long run it will benefit the manufacturers and the environment. Because the preservation of seas and natural resources requires the implementation of these rules.
Kiast considered environmental protection as one of the approaches of this conference and said: One of the ten axes of the conference is standards in the field of environment. We accept papers from researchers and try to organize the conference with comprehensive coverage of standard aspects including environment. The goal is to seriously consider environmental issues in the development of standards.

The head of the marine engineering faculty said about Iran’s plans to develop national standards for marine renewable energy: marine renewable energy is one of the areas that are more environmentally friendly and sensitive to the environment. Activities in this field have been carried out in our country, but it is still not widespread. We hope that with the development of research activities and the entry of universities and industry into this field, as well as by advancing standardization issues, domestic researchers will be able to create more fields in this sector.
The head of the marine engineering faculty mentioned about Iran’s role in the international maritime standardization system: the compilation and development of standards at the international level is usually done by countries with scientific and industrial history. Our country has experience and capacity in some areas; But standard development requires extensive and continuous scientific and industrial support. Universities and industry should move together so that we can play a more active role in the production and development of standards.
He clarified: This standard development process should be followed in a planned manner, with the participation of various institutions and with a focus on localization and adaptation to national conditions, so that in the future Iran can be not only a consumer, but also a producer and leader in some areas of marine standards.
Continuation of maritime standardization activities with the establishment of a standard research center
Kiast, referring to the development process of marine standardization activities in the university, said: Fortunately, the activities related to the development of standards in the marine engineering faculty started in 1400 and have been growing until now. This process needs support, which fortunately related organizations, both in the defense and civilian sectors, provide the necessary support.
He added: The Standard Development Office in the Faculty of Marine Engineering is becoming a marine research center, and this center will be a sub-set of the Marine Research Institute, which includes several research centers. The standard research center will be one of the key parts of this new structure, which will be realized in the near future with the support of the relevant centers.
Regarding the time and details of holding the “International Conference on Standardization and Standardization in Maritime Industries”, Kiast said: This conference will be held on December 12 this year. Even though the field of standards has received less attention in universities, so far about 98 scientific research articles have been sent to the secretariat, of which about 40 articles will be accepted for presentation on the day of the conference, and the rest of the accepted articles will be presented as posters. Judging of articles by professors of universities across the country in the maritime field is underway.
He continued: On the day of the conference, we will have three parallel meetings, and efforts have been made to present articles not only by students, but also by technical professors to personally present and exchange ideas. The presence of professors in this process will help to transfer knowledge and form effective scientific dialogues.
The head of the marine engineering faculty announced the holding of a side exhibition next to the conference and said: the specialized exhibition of this event with about 25 booths is being prepared and organizations such as the Marine Industries Organization, the Iran Defense Standard Center, the National Standards Organization of the country and a number of private sector industries will be present in it. This exhibition will complement the scientific part of the conference and provide an environment for interaction between the industry and the university.
He also added about the plans for the second day of the event: Specialized workshops will be held on the second day of the event. In these workshops, prominent experts from abroad who are active in the field of standards and regulations of classification institutions will be used. The presence of these experts can contribute to the scientific richness of the conference and the exchange of knowledge between domestic and foreign researchers.
Kiast expressed his hope that this event will be an effective step in the development of local standardization and the promotion of the country’s scientific position in the field of marine industries.
