According to the Mehr Reporter, last week, the latest Scimago rankings on the status of different countries in terms of scientific publications were released in year 6. According to this ranking, Iran won the 17th world in the scientific production index (publishing scientific articles). This is the second year in the country’s rank in this index. Two years ago, Iran had the fifteenth place in the world.
In an analytical interview with the Director General of the Ministry of Science’s Research and Research Planning Office, we examined the status of the country’s scientific rank and actions taken in this regard.
Speaking to Mehr reporter, Dr. Samad Nejad Ebrahimi told Mehr reporter about the latest results of the Recimago base ranking: “Last year we did a lot of steps to improve the country’s rank in this index so that we could maintain the 16th place, but the Sakmago base published a ranking results for about 7 days earlier this year.”
He added that the Battamgo base has used the data of Squopus on March 5, adding: “Based on the ranking of Our Dutch, which stands in the 16th place in the world, there are about 5 documents less; However, if we look at the current Scopus data for Year 2, we have published about 5 more articles than the Netherlands, and if we were ranked on the current ranking data, we would be in the 16th place. Of course, this is our problem and there is no problem with the ranking.
He noted: “Of course, we were expecting to get to the rank of 5 this year, so we made a lot of efforts that didn’t happen.” We are ranked No. 2 in Scopus now, but when we were collected by the data from the Cyndo Base, we were ranked # 1 and the same was our rank in year 2.
Ebrahimi’s race explained about Iran’s strengths in this year’s ranking, Our first strength is in the field of publications. In the ranking of Year 2, the number of top Iranian journals (Q) was Iran, which fortunately increased by this year with the correct planning of the journals, with about 5 new publications due to the improvement of the quality of publishing.
If the indexing was not done, we would reach the 20th rank
According to the Director General of the Office of Policy and Research Planning of the Ministry of Science; This increase in Qiu publications has occurred through indexing, and if the publications had not been indexed, the country’s scientific rank may have been 20. The indexed journals in the past three years have added 6,000 articles and 2,000 articles to the Iranian basket of articles in Scopus.
He continued: Last year, the Iranian magazine has received international index and an average of a week has been indexed; This has made our situation relatively good.
“We are planning for the following year right now,” Ebrahimi said. The authorities should also pay attention to this issue and make the necessary investment and support.
When research goes without financial backing
Asked whether the research budget changed compared to last year, he said: “We had legally changes and it is stated in the Seventh Development Program that 5 % of the university budget should be invested in research.” We wrote its executive bylaws and the government approved it, but this part of this year’s law must be enforced, and it is necessary for the Islamic Consultative Assembly and the Budget Program to cooperate and accompany this amount of funding to the research.
The Director General of the Office of Policy and Research Planning stated that the funds were not provided by the Planning and Budget Organization, adding that universities cannot allocate this percentage to research due to payroll costs and student food costs.
“If the government really has a serious determination to make changes in research, it should add $ 1 billion in addition to the current budget annually to the country’s research and technology budget, and this amount will only be spent on research,” he said. Currently, by law, 2 % of GDP must be allocated to the field of technology research, but unfortunately, given the resource constraints, this number is limited to 4.9 %.
To support the research of different institutions
He noted: This increase in the number of articles is the result of the Ministry of Science’s actions, but it is not enough to improve these conditions for parliament, budget and budgeting, and so on to reinforce and renovate the research and technology infrastructure and the livelihoods of researchers, faculty and faculty.
“One of the solutions in this regard is to encourage scholars,” he said. Negative advertising about printing scientific articles has also discouraged researchers. When researchers are not encouraged to write an article, they also have no incentive to publish their achievements.
Responding to the question that we published more than 6,000 articles in the year, we have not yet reached our 5,000 years ago, explaining: “We currently have 7,000 articles in Scopus.” It is true that we have not yet reached the statistics 5 years ago, but our publishing chart has increased again. This is less than a thousand articles less than 5 years ago.
He said that Iran is currently exceeding one million documents in Scopus, and compared the countries close to Iran in Scopus and said: Iran has published 2,800 documents last year and this year 2 thousand and 2 documents. In the chart of the process of the Iranian Publications is fully specified; Our Publishing in Year 2 to 1 Decreased and in 1 Our publication trend has been re -rising, which is the impact of the Ministry of Science’s programs in the field of research and technology and the publication of the journals.
“Our researchers were publishing an article years ago, but because these articles were not indexed in Scopus, they didn’t affect our rank,” he said. These statistics have now improved by indexing the publications. And most importantly, the quality research published in the country and in national publications is now exposed to international researchers, which contributes to the country’s scientific authority.
The official emphasized that if the publication of the journals did not happen, our statistics would have reached about 6,000 articles.
Will Saudi Arabia move out of Iran next year?
The Director General of the Office of Policy and Research Planning in response to the question of whether Saudi Arabia will move from Iran next year, given all these conditions and the rapid progress of Saudi Arabia; He said: “We are doing our best, but Saudi Arabia will definitely go through Iran and Türkiye.” Saudi Arabia has brought Ronaldo in football and has recruited Ronaldo.
He added: “If we give our researcher at $ 6,000 a year, it will definitely write an article and develop technology.” At best, we give our researchers research to our researchers at $ 6,000 a year; While Saudi Arabia offers excellent sums of cited researchers in exchange for its name as a second Affiliation.
Ebrahimi’s race emphasized: If Saudi Arabia goes on, it will not only reject Iran and Turkey, but it will be trunk Russian and will stand in place 1, 2 in the world.
