These actions, which are designed based on a problem-oriented approach and filling gaps and eliminating weaknesses, if they are implemented correctly, will lead to organizing the elites in the management of the country’s developments.

Organizing and completing the circles of the elite system is a set of separate institutions that, in connection with each other and jointly or separately, have an impact on the creation of opportunities for the elites to be effective and are formed within the framework of a government structure to develop policies for improvement. , compile and implement. In the document of elites, important measures regarding the organization of the elite system are foreseen. These measures, which are designed based on the problem-oriented approach and filling the gaps and removing the weaknesses, if they are implemented correctly, will lead to organizing the elites in the management of the country’s developments.

The spirit of the strategic document of the elites is the cycle of influence and until everything is put together, no success will be achieved. Effectiveness exists at the national level, but this system must be balanced and coordinated so that it can work as a synergistic set in order to be effective. The elite document should be used to align elite activities at the national level and instead of an individual-oriented approach, a network approach and elite activity should be strengthened. A network of different institutions whose activities and interactions lead to the formation, entry, improvement and spread of the influence of elites in the field of managing the country’s developments. If we can tie the strategic document of elites with our social, cultural, scientific and technological, economic and industrial system, the obstacles to its implementation will be reduced.

The country’s strategic document (seeing national action 1-1-1) should be turned into laws and placed at the heart of the country’s development program. In our country, documents like the elites’ document are usually not implemented if they do not become law and the parliament does not approve it. And for this reason, during the past years, efforts have been made to implement the strategic document of the elites in the form of Clause C, Article 64 of the Law of the Sixth Development Plan. Also, the compilation of the indicators of the macro goals of the document is being finalized, a part of the indicators of the macro goals is being completed in the form of a survey, and after the completion of the reports, it will be sent to the relevant authorities.

Also, one of the goals drawn for the implementation of the elite document is 5-year and 10-year goals for the elite strategic document in the form of a study work, so that a more accurate assessment of the implementation of the elite strategic document can be obtained.
