In his September 2025 speech in Edmonton, Prime Minister Mark Carney emphasized that Canada‘s Temporary Foreign Worker Program (TFWP) should be more targeted and in line with the real needs of the labor market in specific regions and industries.
He said that the government is designing a mechanism that will allow temporary workers to be accepted only in strategic sectors and areas with shortage of manpower.
Despite this, in the 2025 budget, the detailed separation between TFWP and International Mobility Program (IMP) has not yet been published.
But the published figures show that in the new immigration program for 2026, the total capacity of these two routes will reach 230 thousand people.
Although this number has decreased compared to the target of 2025 (367,750 people), it shows an increase of about 8% compared to the forecast of last year’s program for 2026 (210,700 people).
